MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON TUESDAY 14 FEBRUARY 2023 AT 7.00PM THE SMALL ROOM OF THE VILLAGE HALL.
Present: Cllr S Davey(Chair)
Cllrs Sirs, Blankley, Harrison, Clements, and Miller
In Attendance: County Cllr A Hagues, one member of the public and Denise Gascoyne Parish Clerk
Public Forum:
The future management of the successful Wilsford Fireworks event was discussed, and it was proposed and agreed that a more formal arrangement would be adopted for future events. To this end, the Parish Council would oversee the formation of a Wilsford Fireworks Working Group consisting of members from the CLT, Parish Council, Village Hall, and other interested parties.
It had been bought to the attention of the Parish Council that the minutes of 07 November 2021 and 08 November 2022 had both stated in the funding requests the following:-

This should have read:
James Bell Fireworks £300.00
The Council acknowledged this.
The meeting began at 7.30pm.
1.Chair’s Welcome:
The Chair Cllr Davey welcomed everyone to the meeting.
2.Apologies:
a. The Clerk reported that apologies for absence with valid reasons had been received from Cllr Corner. It was proposed, seconded and

3.Declarations of Interest:
a. Cllr Miller – 4(b)
4.To approve and accept as a true record the notes of the meeting held on 10 January 2023. It was proposed, seconded and

b. A re quest had been received from a parishioner to amend the signed minutes of the November meeting. This had been discussed in the Open Forum.
5.Reports from County Councillor and District Councillor:
a. County Cllr Hagues agreed to chase and update on the streetlight near the bus shelter.
b. District Cllr Jackson had sent his apologies and report. The report had been circulated to all Cllrs.
6. Reports from Outside Bodies:
a. Village Hall – Cllr Sirs reported that they would be holding a breakfast on Sunday 19 February and a Film weekend on 4th and 5th March.
b. CLT – Nothing to report.
c. Allotments – Nothing to report.
d. St Mary’s Church – Nothing to report.
e. Cemetery – Nothing to report.
f.Playing Field – The ‘Wendy House’ still needed repairing. The Clerk agreed to investigate this as a matter of urgency.
Cllrs were concerned about the amount of dog mess accumulating on the playing field, there were dog bins at the entrances and as it was now coming towards Spring children would be playing on the field.
Cllr Miller said the memorial bench would be ordered and suggested that this should have three plaques The Queens Jubilee, death of Queen and Coronation of King Charles iii. It was proposed, seconded and
Resolved: that Cllr Miller would investigate this and report back at the next meeting.
7.Parish Clerk Update:
a. The Parish Clerk had circulated a calendar of meetings from April 2023 to March 2024. It was proposed, seconded and
Resolved: to accept the Calendar, although this could be changed if necessary.
8.King Charles iii Coronation:
a. The Clerk confirmed that our insurance will cover any Coronation of King Charles iii events.
Cllrs discussed how to commemorate the King’s Coronation. It was proposed, seconded and
Resolved: to investigate the purchase of tea towels for every household or coasters with the Kings Crest.
9.Correspondence:
a. NALC Newsletters – circulated to all Cllrs.
b. NKDC Newsletter – circulated to all Cllrs
c. LALC e-news – circulated to all Cllrs.
d. LCC Parish Council Newsletter – circulated to all Cllrs.
e. SLCC The future of the local councils – circulated to all Cllrs.
10.Planning:
a. PL/0123/22 Planning permission for installation of free standing and roof mounted PV Panels and siting of containerised battery storage units New Earth Solutions(West)Ltd. FOR INFORMATION ONLY.
11.Finance:
a. The Bank Reconciliations and Cashbook to 31 January 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 31 January 2023 and the Chair signed the paperwork.
b. The Approval List for Staff Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for Staff Payments and to authorise the Clerk to make the payments.
c.The Approval List for BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for the following BACS payments and authorise the Clerk to make the payments.

12. Reports from Councillors:
a. Cllr Miller reported that the working party for clearing plastics and general tidy up especially round the memorial oak and clearing ivy from the pit would take place on Saturday 25th February from 10.00am to 3.00pm.
The brushcutter and accessories had been ordered.

b. Cllrs Davey and Sirs had attended the Emergency Planning Meeting at Ancaster parish hall. An exercise would be taking place between 28th and 30th March and the joint Emergency Plan would be put into operation.
