MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON 11 OCTOBER 2022 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL
Present: Cllr Davey(Chairman) Cllrs Sirs, Harrison, Corner, and Clements
In attendance: One member of the public and Denise Gascoyne Parish Clerk
Public Forum: The member of the public introduced herself as Chair of the Allotments. She told the meeting that all plots were occupied and there was a waiting list. She said new water tanks had been installed.
Cllrs were concerned about the bushes near the bus shelter, they needed trimming back. Cllr Sirs and Harrison agreed to investigate.
The Clerk had written to the owner of the hedge blocking the views from the main road, as numerous complaints had been received. To date nothing had been done. It was agreed we would ask Highways to contact the owner.
The meeting began at 7.10pm
1. Chair’s Welcome:
a. The Chair S Davey welcomed everyone to the meeting.
2. Apologies for Absence:
a. The Clerk reported that apologies with valid reasons had been received from M Miller and V Blankley. It was proposed, seconded and
Resolved: to accept apologies with valid reasons from M Miller and V Blankley.
3. Declarations of Interest:
a. Cllr Davey – Item 9d
4. To approve as a true record the notes of the meeting held on 09 August 2022. It was proposed, seconded and
Resolved: to accept the notes of the meeting held on 09 August 2022 as a true record and these were signed by the Chair.
5. Reports from County Cllr and District Cllr:
a. No reports had been received from the County of District Cllrs.
6. Reports from Outside Bodies:
a. Village Hall – Cllrs Sirs said that one function had been cancelled through lack of interest. The Christmas Tree would once again be outside the village hall. The playing field would be closed before and after the fireworks to allow the area to be secure. This event would be run similar to last year. The Clerk to check the insurance and Cllr Sirs to complete a Risk Assessment. Cllr Sirs also reported that the upgrade was essentially complete.

b. CLT – The CLT had recently held their AGM where an electrical door for the village hall was discussed. The report had been received and this would be placed on file.
c. Allotments – Discussed under Public Forum
d.St Mary’s Church – The gate leading to the Church was in need of repair or replacement. Cllrs were unsure whether this would come under listed building consent or the fabric of the Church. A joiner would be contacted and asked to inspect the gate and then a decision would be made as to what work was necessary.
e.Cemetery – Nothing to report.
f.Playing Field – The channels that had opened up due to the dry weather was now slowly closing up. The Inspection Report had been received and apart from minor comments it was just the Playhouse that needed attention. It was proposed, seconded and
Resolved: The Clerk investigate.
A Deed of Dedication had been received. The Chair told the meeting that he, the Parish Clerk and Playing Field Administrator would meet and decide what course of action to take.
7. Parish Clerk Update:
a. One set of defibrillator pads had been received and these had been installed by R Sirs. The defibrillator had been updated on The Circuit. The second one was due any time.
b. The Clerk had circulated the updated Civility and Respect Statement. FOR INFORMATION ONLY.
c. Cllrs were reminded that we had agreed to put money into the budget for the Wilsford Website.
d. The Chair said the new fingerposts on Main Street near the Plough looked good, but the pole very much let it down. Cllr Sirs, Harrison and Corner agreed to investigate. It was proposed, seconded and
Resolved: to put £250 in the budget in case a new post is required.
8. Correspondence:

c. Central Lincolnshire Local Plan, consultation on addendum to the Sustainability Appraisal – circulated.
d. Civility and Respect Pledge – circulated.

f. Notification of traffic restriction Heath Lane (between King Street and point 220m East) 26.09.22 to 05.10.22 – circulated.

e. As the external auditor 5-year contract was up for renewal, parish councils had the option to ‘opt out’ of the SAAA (Smaller Authorities Audit Appointment Ltd) and use their own auditor. After a short discussion, it was proposed, seconded and

f.Tidy Gardens and Grounds had submitted their prices for the year 2023/2024. This had been circulated to all Cllrs. It was proposed, seconded and
