MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON  09 AUGUST 2022 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL

Present:            Cllr Davey(Chairman) Cllrs Blankley, Sirs, Harrison, Miller,                 Corner and Clements

In Attendance:        County Cllr Hagues and Denise Gascoyne Parish Clerk

Public Forum:
There were no members of the public present, however Cllrs reported the following.

Cllr Harrison had received a complaint after a helicopter had arrived at a recent wedding. 
The hedges on the A153 are overgrown as you are coming out of Wilsford, also the hedges on the A153. Cllr Hagues agreed to report this to LCC.
Cllr Harrison reported that Western Power had agreed to cut back the trees at the bus shelter, but no date had been given.
A parishioner had contacted the Parish Council asking about the Emergency Plan with special reference to wildfires. The Emergency Plan was in the process of being updated and a reference would be made. However, notices would be put on the gates at the playing field saying ‘No BBQs’ as per current guidelines. This would also be put into the newsletter. There would also be a reminder to keep dogs on a lead around livestock and keep to the public rights of way.

The meeting began at 7.15pm

1.Chair’s Welcome:
a. The Chair S Davey welcomed everyone to the meeting.

2.Apologies for Absence:
a. There were none.

3.Declarations of Interest:
a. There were none.

4.To approve as a true record the notes of the meeting held on 12 July 2022. It was proposed, seconded and
Resolved: to accept the notes of the meeting held on 12 July 2022 as a true record. These were signed by the Chair.

5.Reports from County Cllr and District Cllr:
a. County Cllr Hagues said that LCC are seeking funding to provide 100 charging points and 8 rapid charging points in the county.
b. There was no report from District Cllr Jackson.

6.Reports from Outside Bodies:
a. Village Hall – Cllr Sirs said that the opening of the newly refurbished village hall would take place on 16 August. He said a number of events had been planned to include breakfast and books, race night and a film night.

f. Playing Field – Cllr Harrison said due to the dry weather large cracks were appearing in the field, this was because it was clay based. When the rains eventually come these should all disappear. 
Cllr  Miller told the meeting The ‘Wendy House’ needed refurbishment. It had been taped off. It was proposed, seconded and
Resolved: to get a quotation to have it repaired.

7. Parish Clerk Update:
a. The Clerk had written again to request the Phone Kiosk is cleaned. This had now been done, not to a very high standard.

b. All Cllrs signed and completed the Code of Conduct and DPI. One copy would be sent to NKDC, and a copy kept on file.

c. Cllrs agreed they would have to pay for a new finger post or fingers. The one near the Plough needed refurbishment. Cllrs agreed that the post itself was in good condition. It was proposed, seconded and
Resolved: to investigate the cost of new fingers.

d. County Cllr had followed up the concern about children standing on buses. As this is a scheduled service and not a designated school run only service, standing is permitted if necessary.

e. Advice had been sought as we were still waiting for the pads and battery. The defibrillator will continue to function. The defibrillator will be taken out of service is the Spanner symbol shows. Cllr Sirs agreed to monitor them.

f.The Clerk requested a new email as the finance package we currently use does not support google and outlook. This would enable the Clerk to move more towards a ‘paperless office’ This would cost no more than £150.00  After a short discussion, it was proposed, seconded and
Resolved: the Clerk obtain a new email domain, but Cllrs would continue with their current emails

8.Correspondence:
a. LALC e-news – circulated to all Cllrs.
b. NKDC Annual Canvass 2022 – circulated to all Cllrs.
c. Safer Together Quarterly Newsletter – circulated to all Cllrs.
d. Updated Legal Guidance LTN7 and LTN8 circulated to all Cllrs.
e. LALC Issue 178 – passed to Cllr Davey
f. Central Lincolnshire Local Plan Review – circulated to all Cllrs

9.Planning:
a. The Clerk confirmed that the Parish Council comments had been forwarded re 22/0985 fell Wellingtonia 47 Main Street. FOR INFORMATION ONLY
b. 22/0679 Planning permission for erection of a greenhouse 55B Main Street. FOR INFORMATION ONLY.
c. 22/0469 Planning permission for the proposed Grantham to Bexwell Pipeline. FOR INFORMATION ONLY.
d. 22/0700 Planning permission for change of use from post office and shop to residential 31 Main Street. FOR INFORMATION ONLY.
e. Confirmation TPO placed on Wellingtonia 47 Main Street

f.22/1143 Planning application (amended) Wellingtonia – crown raise lower canopy by approx. 3-4metres to a height slightly above guttering level on main part of the house. 47 Main Street. It was proposed, seconded and
Resolved: to make no comments on this application.

10.Finance:
a. The Bank Reconciliations and Cashbook to 31 July 2022 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 31 July 2022 and the Chair signed the paperwork.

b. The Approval List for Staff Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for Staff Payments and authorise the Clerk to make the payment.

c. The Approval List for BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for all other payments and authorise the Clerk to make the following payments.

R & W Office Supplies    Newsletter    £90.00
James Bell    Maintaining Website    £30.00

11.Policies and Procedures:
a. The Clerk had circulated a Civility and Respect Pledge. To sign up requires councils to register and agree to the points that the Chairman read out. Cllrs did not agree to the final point  Wilsford Parish Council supports the continued lobbying for the change in legislation to support the Civility and Respect Pledge, including sanctions for elected members where appropriate’
Resolved: the Clerk to ask LALC for more details.

b. The Clerk had circulated a Dignity at Work Policy. It was proposed, seconded and
Resolved: to approve and accept the Dignity at Work Policy.

11.Reports from Councillors:
a. Cllr Miller had forwarded a report to all Cllrs outlining the Wild Wilsford Weekend. There was not that many villagers attending, but other groups did attend. She has had numerous enquiries from other groups, and it was suggested they should have a similar event next year. An invitation had been received to enter the Lincolnshire Environmental Awards 2022 but had declined due to insufficient time for the submission and the Wild Wilsford Weekend. Cllr Miller was thanked.

b. Cllr Harrison asked if we would purchase another dog bin or two. There is none on Main Street. It was suggested we could put one near the notice board at The Crescent and one near the bus shelter. After a short discussion it was proposed, seconded and
Resolved: just to have one at the bus shelter.

12.Training:
The following training was offered to Cllrs. They would contact the Clerk if they wished to participate.

a. The date of the next meeting was scheduled for 11 October at 7.00pm in the small room of the village hall.
