MINUTES OF THE CLOSED FINANCE MEETING HELD ON TUESDAY 08 NOVEMBER 2022 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL.

1.Chair’s Welcome:
a. The Chair S Davey welcomed everyone to this closed Finance Meeting to set the Precept.
2.Apologies for Absence:
a. The Clerk reported that apologies with valid reasons had been received from M Miller. It was proposed, seconded and
Resolved: to accept apologies with valid reasons from M Miller.
3.Declarations of Interest:
a. Cllr A Davey 5(e) Church request for donation.
4.To approve as a true record the notes of the meeting held on 11 October 2022. It was proposed, seconded and
Resolved: to accept the notes of the meeting held on 11 October 2022 as a true record and these were signed by the Chair.
5.Finance:
a. The Bank Reconciliations and Cashbook to 31 October 2022 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 31 October 2022, and the Chair signed the paperwork.
b. The Approval List for Staff Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for Staff Payments and authorise the Clerk to make the payments.
c. The Approval List for BACS/DD Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for all other payments and authorise the Clerk to make the following payments.
ICCO Data Protection £35.00
J Bell Maintaining Website £30.00
R & W Office Newsletter £90.00
Tidy Gardens & Grounds Grass cutting £312.00
Wilsford Village Hall Hire charges £16.00

d. The Chair, Clerk and Playing Field Admin had met to discuss the Non-Charitable Deed of Dedication. This would enable the parish council to become custodian trustees and ‘tidy things up’ The Charity could be wound up and we could form a sub-committee. This was discussed in detail and would be costly. It was proposed, seconded and
Resolved: that there did not seem to be any real benefit to this, and as there was no time limit, this would be placed on file for future reference.
e. Funding requests for 2023/2024 had been received from the following:
St Mary’s Church Council Cemetery Grass cutting £650.00
St Mary’s Church Council Re-roofing Church £1000.00
Wilsford Village Hall Replacement soffits etc £1500.00
Village Website Online hub (3yr subscription) £450.00
Village Hall Christmas Tree £50.00
Village Hall Fireworks £300.00
News and Views Printing Costs £1200.00
Cemetery Grass Cutting - It was proposed, seconded and
Resolved: to grant the request and the money would be paid over on receipt of the Precept in April 2023.
Re-roofing of the Church – It was proposed, seconded and
Resolved: to grant the request and the money would be paid over on receipt of the Precept in April 2023.
Replacement of soffits etc – It was proposed, seconded and
Resolved: to grant the request in principle, subject to three quotations for the work being received and the most cost efficient used.
Village Website – It was proposed, seconded and
Resolved: to grant the request as this was a benefit to the whole village. The money would be paid over when the subscription was due.
Christmas Tree – It was proposed, seconded and
Resolved: to grant the request as this was a benefit to the whole village. The money would be paid over on request towards the end of the year.
Fireworks – It was proposed, seconded and
Resolved: to grant the request if necessary, as this was a fundraiser and monies may be in hand.
Printing Costs – It was proposed, seconded and
Resolved: to continue to pay the printing costs, subject to advertisers paying a small fee to advertise in the News and Views.

f.Lincolnshire County Council and invited the Parish Council to continue with the Parish Agreement scheme. After a short discussion it was proposed, seconded and
Resolved: that Wilsford Parish Council would continue with the scheme.
g. The draft budget had been forwarded to all Cllrs. This was discussed line by line and amendments made. After a short discussion it was proposed seconded and
Resolved: that the draft budget be accepted.
h. After a long discussion on the Precept, and in light of the current cost of living crisis it was proposed, seconded and
Resolved: not to increase the Precept this year.
6.Date of Next Meeting:
a. The date of the next meeting was confirmed as 13 December 2022 at 7.00pm in the small room of the village hall.
There being no further business the meeting closed at 8.05pm
