MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON 12 JULY 2022 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL.


Present:            Cllr Davey(Chairman) Cllrs Blankley, Corner, Sirs, Miller,                 and Clements

In Attendance:        County Cllr Hagues and District Cllr Jackson

Public Forum:
No members of the public were present. However, Cllrs had a few comments/queries.

Defibrillators – The Pads and ChargePak for both defibrillators had been on order since 18 May 2022. They were now showing replace. Cllrs were concerned that they may not work as they should. It was agreed to contact the supplier to see if they were still usable.

Parking – Another vehicle had been hit on Main Street. Cllrs wished to remind parishioners that irresponsible parking is part of the issue. Emergency vehicles, bin men etc need to get through the village. It was agreed to put something in the News and Views.

Children standing on buses – Cllr Clements had received complaints about children have to stand on buses. The bus through Wilsford is now a single-decker and is full by the time it gets to Wilsford. Cllr Hagues agreed to contact the bus company.

News and Views – Some Cllrs were not happy with the quality of photographs of the Jubilee weekend and technical comments would be passed to the printer.

2. Apologies for Absence:
a. The Clerk reported that apologies with valid reasons had been received from Cllr Harrison. It was proposed, seconded and

3 .Declarations of Interest:

4. To approve as a true record the notes of the meeting held on 14 June 2022. It was proposed, seconded and
Resolved: to accept the notes of the meeting held on 14 June 2022 as a true record. These were signed by the Chair.

5. Report from County Councillor and District Councillor:
a. Cllr Hagues was sorry to say that his meeting with the Highways Officer was unsuccessful. The layby on School Lane would not be changed into a ‘resident only’ area. No double or single yellow lines would be incorporated on Main Street. However, they did say they would investigate the light which is overgrown by trees causing visibility issues.

b. Cllr Jackson reported that nominations for Community Champions Awards across 11 categories, reflecting the many ways through which people, groups and businesses make a positive difference to life locally are now open. Closing date 09 September. Parish Councils Code of Conduct online workshops have been arranged for 19 July, 4 August, and 5 September to be delivered by the Monitoring Officer.

Major roadworks in the area are beginning with works to rebuild a worn-out section of the A17 at Byards Leap and they are expected to last up to five weeks. During the project, night time road closures will be in place from 7pm to 6am weekday evenings only. 
There will also be resurfacing on a small section of the A607 and waterproofing and joint replacement works to the A607 Fulbeck Bridge, which runs above the A17. The A607 Fulbeck Bridge works will start on Wednesday 27 July and last for up to two months. The improvements will be carried out under a full 24/7 closure of the crossing, with a diversion route. 
The A607 resurfacing works, between Leadenham and Fulbeck will start on Wednesday 27 July for six weeks under a full road closure with a signed diversion route in  place.


6. Reports from Outside Bodies:
a. Village Hall – Cllr Sirs reported that although the refurbishment was complete, there was still a snagging list of ‘finishing off’ needing to be done. He said the committee would now be looking at further refurbishment of the small room and kitchen. The opening ceremony will take place on 16 August. Details to be finalised.
A complaint had been received of noise from an event held recently at the village hall. Parishioners are reminded that the village hall is licenced until midnight.

b. CLT – Cllr Sirs reported a meeting would take place next week.

c. Allotments – Cllr Miller reported that there was a waiting list for allotments. At present water had run dry due to the hot weather.

d. St Mary’s Church – Nothing to report.

e. Cemetery – Nothing to report.

f. Playing field – Cllr Miller was concerned that the seat in the Wendy House needed repairing. Cllr Sirs said this was in hand. At the last meeting Cllrs had discussed the purchase of a Jubilee Bench. It was proposed, seconded and
Resolved: that we purchase a Jubilee Bench and a plaque.

1.    Parish Clerk Update:
a. As the Parish Council had adopted the NKDC Code of Conduct, new DPI forms were required to be filled in. For those Cllrs who had not filled in the form the Clerk agreed to bring them to the next meeting for Cllrs to fill in at the meeting.

b. The Clerk had requested BT to clean the phone box on Main Street. An email had been received on 01 July saying an engineering will attend within the next 5 working days. An engineer had changed the glass signs above the box, but not cleaned it. Therefore,  the Clerk would write again.

3.    Planning:
a.22/0700 Planning application for change of use from Post Office and Shop to Residential 31 Main Street had been received. It was proposed, seconded and
Resolved: to make no comments on this application.

b.15/0110 LCC had no objections to small scale extension to existing quarry to extract limestone. Glebe Quarry Wilsford Heath.

c. 22/0682 Planning permission for erection of two storey side extension Heath Cottage. FOR INFORMAITON ONLY.

d. 22/095 Planning application to fell Wellingtonia 47 Main Street. It was proposed, seconded and
Resolved: to insist they replace the tree with wildlife receptive trees such as Rowan, Silver Birch, or Crab Apple

e.22/0963 Planning application for demolition of existing garage/store and erection of replacement single storey side extension linked to the house. School House. It was proposed, seconded and
Resolved: to ask Cllrs to look at the plans and collate any comments which may be made by 31 July, the closing date for comments.

10.Finance:
a. The Bank Reconciliations and Cashbook to 30 June 2022 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 30 June 2022 and the Chair signed the paperwork.

d. The Clerk confirmed that PKF Littlejohn had logged notification of exempt status for year ended 31 March 2022.

4.    Reports from Councillors:
a.Cllrs had been in discussion re the Clerk’s remuneration. It was proposed, seconded and
Resolved: to increase the Clerk’s pay as discussed backdated to April 2022.

b. The Parish Notice Boards needed refurbishment. Cllrs would look at them and contact a local joiner to see if they could be refurbished, or need to be replaced.

c. Cllr Miller reminded Cllrs of the Wild Wilsford Weekend which would take place on Saturday 23rd and Sunday 24th July. At dusk on Saturday it would be an evening of Bats and Moths. 
The event starts at 9pm with an introduction to bats and moths followed by a bat walk and visit to moth traps set up around the playing field and wood edge. 
This will be followed on the Sunday with a family fun day, based in and around the village hall rotated walks, talks and demonstrations will be taking place throughout the day with a dedicated area and activities for children. A BBQ will also be held on the Sunday. 
There would also be a Specialists from Lincolnshire Bat Group, Butterfly Conservation Lincolnshire Naturalist Union and Plant life will be on hand to identify plants, flowers, birds, insects, and butterflies. Cllr Miller asked if the overflow carpark could be used. There were no objections. She also suggested in may be worth getting temporary matting for car parking and erecting a temporary fence when events were taking place. Cllr Miller thanked the village hall committee for allowing the use of the hall free of charge.
