MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON TUESDAY 14 MARCH 2023 AT 7.00PM IN SMALL ROOM OF THE VILLAGE HALL.
Present: Cllr S Davey(Chairman)
Cllrs Harrison, Sirs, Blankley, Miller, and Corner.
In Attendance: County Cllr A Hagues, 2 member of the public and Denise Gascoyne Parish Clerk
Public Forum:
Parish Cllrs was saddened to hear of the death of Richard Frankland from the current Chair of the Allotments Society. Richard had been a former Chair of the Allotments and a former Parish Cllr. A minute’s silence was held.
Cllr Harrison said that the dog bin on the Plot Path had not been emptied by NKDC. There were a couple of bins which were missing their bags.
Cllr Miller asked why the green and yellow bins had been filled and the blue ones were left standing empty. County Cllr Hagues agreed to ask LCC the reason why.
The meeting began at 7.40pm
1.Chair’s Welcome:
The Chair Cllr Davey welcomed everyone to the meeting.
2.Apologies for Absence:
a. The Clerk reported that apologies for absence with valid reasons had been received from Cllr Clements. It was proposed, seconded and
Resolved: that apologies for absence with valid reasons be accepted from Cllr Clements.
3.Declarations of Interest:
There were none.
4.To approve and accept as a true record the notes of the meeting held on 14 February 2023. It was proposed, seconded and
Resolved: to accept as a true record the notes of the meeting held on 14 February 2023, and these were signed by the Chair.
5.Reports from County Councillor and District Councillor:
a. County Cllr Hagues told the meeting that LCC had requested a 4.9% increase – this would help fill in the numerous potholes in the county.
The Street light near the bus shelter still needed attention. Cllr Hagues would report back.
b. District Cllr Jackson was unable to attend, therefore he sent his report which had been circulated to all Cllrs.

6.Reports from Outside Bodies:
a. Village Hall – Cllr Sirs told the meeting that the soffits and guttering had all be done and the committee were now looking at a task priority list. He also said swift boxes had been erected at the back of the village hall. A Ceilidh would be held on 22 April 2023.
b. CLT – Nothing to report.
c. Allotments – The Chair of the Allotments attended the meeting. She said work is beginning on the allotments and they had 6 on the waiting list for plots.
d. St Mary’s Church – Nothing to report.
e. Cemetery – Nothing to report.
f. Playing field – The Wendy House needed urgent refurbishment. Cllr Sirs suggested we get a quotation from It was proposed, seconded and
Resolved to contact Fenland Leisure Company Ltd that provided maintenance last year.
7.Parish Clerk Update:
a. The nomination papers for the forthcoming elections on May 04 had been circulated to all Cllrs. These were filled in and returned to the Clerk who would make an appointment to take them to NKDC Offices.
b. Cllr Harrison reported that the hedges on either side of St Marys Close needed pruning back. Cllr Corner agreed to investigate this with Cllr Harrison and also the bushes near the bus shelter.
c. Cllrs had a brief discussion on the News & Views. It was proposed, seconded and
Resolved: to invite Mrs Scott-Combes to the April meeting, who had been at the meeting and had expressed an interest in discussing this.
8.King Charles iii Coronation:
a. The Clerk had investigated the purchase of coasters or tea towels, but they seemed very expensive for what they were, so Cllrs decided against any purchase.
Cllr Sirs told the meeting that a Coronation Coffee Morning would be held in the village hall on 05 May 2023. After a short discussion it was proposed, seconded and
Resolved: to donate £100 towards the Coronation Coffee Morning. This would be paid over when requested.
On the 6th May the bunting would be moved into the Plough garden where a social afternoon would be held.

10.Planning:
a. WHP Telecoms Preliminary Enquiry upgrading Heath Lane to 5G. It was proposed seconded and
Resolved: to make no comments on this application.
b. 23/0266/PNAGR Planning application for erection of grain store Waterloo Farm. It was proposed, seconded and
Resolved: to make no comments on this application.
c. 23/0282 Planning application to prune Weeping Willow north/south side of crown 50 Main Street. It was proposed, seconded and

11.Finance:
a. The Bank Reconciliations and Cashbook to 28 February 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 28 February 2023 and the Chair signed the paperwork.
b. The Approval List for Staff Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for Staff Payments and to authorise the Clerk to make the payments.
c. The Approval List for BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for BACS Payments and authorise the Clerk to make the following payments.

12.Reports from Councillors:
a. Cllr Miller told the meeting they had a very successful working party recently. They cleared a 12’ perimeter around the Jubilee Oak, cleared blackthorn and brambles. A dead hedge was created.
Work was ongoing and pathways needed clearing and ivy needs removing over the hard standing. It was hoped to arrange another working party during April.
b. Cllr Sirs confirmed nothing further to report on fireworks event.
13.Training:
a. None this month.
14.Date of Next Meeting:
a. The date of the next meeting was confirmed as 11 April 2023 at 7.00pm in the small room of the village hall.
