May 2022 Minutes Annual Parish Council Meeting

MINUTES OF THE ANNUAL MEETING OF WILSFORD PARISH COUNCIL HELD IN THE CONSERVATORY OF THE PLOUGH DIRECTLY AFTER THE ANNUAL PARISH MEETING ON 11 MAY 2022  AT 7.15PM

Present:        Cllrs S Davey, M Harrison, Mrs J Clements, Mrs V Blankley, and            R Sirs.    

In Attendance:    County Cllr A Hagues and Denise Gascoyne Parish Clerk.

1.Election of Chairman: 
The Parish Clerk asked if anyone was willing to stand as Chairman. It was proposed, seconded and
Resolved: that Cllr S Davey be  re-elected as Chairman. Cllr Davey signed the formal Declaration of Acceptance of Office as Chairman. This was countersigned  by the Clerk as Proper Officer of the Council. One copy would be sent to the Monitoring Officer and a copy put on the website.

2.Election of Vice-Chairman:
The Chairman asked if anyone was willing to stand as Vice-Chairman. It was proposed, seconded and
Resolved: that Cllr M Harrison be re-elected as Vice Chairman. Cllr Harrison signed the formal Declaration of Acceptance of Office as Vice-Chairman. This was countersigned by the Clerk as Proper Officer of the Council. Once copy would be sent to the Monitoring Officer and a copy put on the website.

3.To receive Declarations of Acceptance of Office and Members’ Disclosable Pecuniary and Other Interests.
All Cllrs  would sign the Declarations of Acceptance of Office and Members’ Disclosable and Pecuniary and other interests and return to the Clerk.  A copy would be sent to the Monitoring Officer and a copy put on the website.

4.Apologies for Absence:
a. The Clerk reported that apologies for absence with valid reasons had been received from Cllr K Corner and Ms M Miller. It was proposed, seconded and
Resolved: that apologies for absence with valid reasons be accepted from Cllr K Corner and Ms M Miller.

5.To approve as a  true record  the notes of the meeting held on 27 April 2022. It was proposed, seconded and
Resolved: that the notes of the meeting held on 27 April 2022 be accepted as a true record. These were signed by the Chairman.

6.To review and adopt Standing Orders:
The Standing Orders had been circulated to all Cllrs. The Clerk reported they had been amended to include the updated Model Standing Order 18 Financial Controls and Procurement. After a short discussion it was proposed, seconded and
Resolved: that the Standing Orders be adopted. A copy would be put on the website.

7.To review and adopt Financial Regulations:
The Financial Regulations had been circulated to all Cllrs. After a short discussion it was proposed, seconded and
Resolved: that the Financial Regulations be adopted. A copy would be put on the website.

8.To approve and adopt the following policies en-bloc:
•    Code of Conduct
•    Records Retention Policy
•    Freedom of Information
It was proposed, seconded and
Resolved:  to adopt the above policies en-bloc and put a copy on the website.

9. To appoint a representative on the following:
•    Village Hall Committee – Cllr R Sirs.

•    Community Land Trust – Cllr R Sirs.

•    Allotments – To be decided

•    Cemetery/Churchyard – Cllr S Davey.

10.To approve and adopt The Asset Register.
A copy of the Asset register to 31 March 2022 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Asset Register to 31 March 2022.

11.Finance:
a. Section 1 of the Annual Governance and Accountability(AGAR) 2021/2022 was read out by the Chairman. It was proposed, seconded and
Resolved: that Section 1 of the Annual Governance and Accountability Return (AGAR 2021/2022 be filled in and signed by the Chairman. This was recorded as Minute Reference 11(a)

b. Section 2 Accounting Statement of the AGAR had been circulated to all Cllrs. It was proposed, seconded and
Resolved: that Section 2 Accounting Statement of the AGAR be signed by the Chairman. This was recorded as Minute Reference 11(b).

c. The Certificate of Exemption Part 2 of the AGAR had been circulated to all Cllrs. It was proposed, seconded and
Resolved: that the Certificate of Exemption Part 2 of the AGAR be signed by the Chairman. This was recorded as Minute Reference 11(c) and would be forwarded to the Auditors.

The Parish Council Meeting began at 7.30pm

12.Report from County Councillor and District Councillor:
a. Reports had been received of parking in the layby at Paddock Close, which meant the residents could not park their cars. Cllr Hagues agreed to contact Highways to see if signs could be implemented as ‘Resident Parking Only’
b. Cllr Hagues had not been successful as yet trying to obtain fingerposts. However, he would continue to press.

c. District Cllr R Jackson had been in contact with Centrebus after the problems with the bus travelling through Wilsford as they had indicated they may miss Wilsford altogether. The Operations Manager at Grantham was willing to meet with councillors to discuss their concerns. 

13.Parish Clerk Update:
a. Cllr Sirs had requested new batteries and pads for both Defibrillators. It appeared that there was a huge delay in receiving them. The Clerk would order them as soon as possible. 

14.Correspondence:
a. LALC e-news – circulated to all Cllrs.
b. Clerks and Councils Direct – passed to Cllr Blankley.
c. NALC Legal Update April 2022 – circulated to all Cllrs.
d. NKDC updates – circulated to all Cllrs.

15. Planning:
a. 22/0668/TCA Planning application to reduce stem by 5-6m T1 Willow 44 Main Street. It was proposed, seconded and
Resolved: to make no comments on this application.

16.Finance:
a. The Approval List for Staff BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for Staff Payments and authorise the Clerk to make the payments.

b. The Approval List for BACS payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for other payments and authorise the Clerk to make the following payments.

c. The Bank Reconciliations and Cashbook to 30 April 2022 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 30 April 2022 and the Chairman signed the paperwork.

d. There was £2305.16 in a playing field account. It was proposed, seconded and
Resolved: to move the money into an earmarked account for maintenance of the playing field.

17.Playing Field:
a. Cllr Davey confirmed that the work on the trees would start 12 May 2022.

18. Report from Cllrs:
a. Cllr Sirs reported that plans for the jubilee were progressing well.  Flyers had been delivered to parishioners showing the events planned. They would be looking for judges for the various competitions. He confirmed that Blackberry Way would be closed to traffic until 7.00pm.  A list of events would be forwarded to the Insurance just to ensure that we are covered.  The Clerk was asked to put something in the newsletter asking parishioners to ensure the front of their properties were weed free and for the Jubilee Celebrations. County Cllr Hagues agreed to request the road sweeper come thought the village to remove the debris from gutters etc.

19.Training:
a. There was none this month.

20.Next Meeting:
a. It was confirmed the next meeting would take place on Tuesday 14 June in the village hall at 7.00pm.
