MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON TUESDAY 13 DECEMBER 2022 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL.
Present: Cllr M Harrison(Vice-Chair)
Cllrs R Sirs, V Blankley, K Corner and M Miller
In Attendance: County Cllr A Hagues and Denise Gascoyne Parish Clerk
Open Forum:
There were no members of the public present, however Cllrs had comments to make.
The Dog Bin has now been placed near the Bus Shelter on Main Street. The Clerk was asked to inform NKDC so this could be emptied.
Cllr Miller told the meeting that the amount of litter on the High Dyke was unacceptable as well as out of Wilsford on Heath Lane. The Clerk was asked to inform Mid Uk that a litter pick was necessary. Also to contact Anglian Water re the mess on Heath Lane.
The SSS1 verge was becoming choked with the dust from Copper Hill Quarry. The Clerk to write to LCC.
Cllr Miller reported that the Grit Bins were empty. County Cllr Hagues agreed to contact LCC and ask that they be filled as soon as possible.
The meeting began at 7.05pm
1.Chair’s Welcome:
a.In the absence of the Chair, The Vice-Chair M Harrison welcomed everyone to the meeting.
2.Apologies for Absence:
a. The Clerk reported that apologies for absence with valid reasons had been received from Cllrs Davey and Clements. It was proposed, seconded and
Resolved: that apologies for absence with valid reasons be accepted from Cllr Davey and Clements.
3.Declarations of Interest:
There were none.
4.To approve and accept as a true record the notes of the meeting held on 08 November 2022. It was proposed, seconded and
Resolved: to accept the notes of the meeting held on 08 November and these were signed by the Vice-Chair.
5.Reports from County Councillor and District Councillor:
a. County Cllr Hagues told the meeting that the works on the A17 were now complete. This had been done £7.5million under budget, therefore £5million would be used on potholes.
b. District Cllr Jackson was unable to attend, but he had sent a report that had been circulated to all Cllrs.
6.Reports from Outside Bodies:
a. Village Hall – Cllr Sirs reported that measurements had been taken for a new door. No quotations had been received to date.
b. CLT – Nothing to report.
c. Allotments – The Chair of the Allotments had reported that all plots are taken and there is now a waiting list of 3. The lease had been printed and was just waiting to be signed.
d. St Mary’s Church – Nothing to report.
e. Cemetery – Nothing to report.
f. Playing field – The trench had opened up. The bench would be checked by Cllr Sirs and Cllr Harrison and the Wendy House still needed repairing.
7. Parish Clerk Update:
a. The hedges on both sides of the village had now been cut back, making visibility better.
b. The Kings Coronation takes place on 06 May. To date no information had been received.

a. 22/1470 Planning application for installation of PV Solar panels to garage room and solar hot water panels to the rear roof 51 Main Street. It was proposed, seconded and
Resolved: to make no comments on this application.
b. Consultation on updated Lincolnshire Minerals and Waste Local Plan. It was proposed, seconded and
Resolved: to make no comments on this application.
c. 22/1075 Planning permission to convert existing garage into additional residential accommodation, erection of rear extension and double garage 3 Granary Court. FOR INFORMATION ONLY.
d. 22/1330 Planning permission for installation of solar panels to roof Mulberry House 2 School Lane. FOR INFORMATION ONLY.
e.PL/0123/22 Planning application for installation of free standing and roof mounted PV Panels and siting of computerised battery storage units. New Earth Solutions(West)Ltd. It was proposed, seconded and
Resolved: to make no comments on this application.

Resolved: to accept the Bank Reconciliations and Cashbook to 30 November 2022, and the Vice-Chair signed the paperwork.
b. The Approval List for Staff Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for Staff Payments and authorise the Clerk to make the payments.
c. The Approval List for BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the following BACS Payments and authorise the Clerk to make the payments.

d. Confirmation had been received that PKF Littlejohn has been reappointed as external auditor until 2027.
11.Reports from Councillors:
a. Cllr Miller said there was nothing happening at the moment until February. It was hoped to purchase a Brush cutter and power pack by then. The bench already agreed would be purchased early Spring.
Cllr Miller did ask that we take notice of all planning applications received to ensure that the diversity inclusion and ecology is on the plans.
b. Cllr Miller had asked about the Neighbourhood Plan. After a discussion it was decided this was not feasible for Wilsford.
c. There was a short discussion on the News & Views. As previously agreed this would be discussed again in March.
