MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD VIA VIDEO LINK (ZOOM) AT 7.00PM ON TUESDAY 09 FEBRUARY 2021
Present: Cllr S Davey (Chairman)
Cllrs M Harrison, K Corner, Mrs J Clements, Ms M Miller, R Sirs,
and R Frankland.
In attendance: County Cllr A Hagues and Denise Gascoyne Parish Clerk
Public Forum:
Cllr Mrs Clements asked that parishioners be reminded to keep their dogs on a lead, also to clear up the dog mess. She suggested we itemise where the dog bins are in The News and Views.
Cllr Mrs Clements said she had received a complaint about parking on pavements again on Main Street, making it impossible for prams and wheelchairs to pass. A note would be put in the News and Views.
The meeting began at 7.15pm
1.Chairman’s Welcoming Remarks:
The Chairman S Davey welcomed everyone to the meeting and Cllr Keith Corner to his first meeting.
2.Apologies for Absence: There were none.
3.Declarations of Interest: There were none.
4.To approve as a correct record the notes of the Parish Council Meeting held on 12 January 2021. These had not been delivered to the Chairman, due to ice and snow.
It was proposed, seconded and
Resolved: by a show of hands that the minutes of the meeting held on 12 January 2021 be accepted as a true record. These would be delivered to the Chairman for signature when the weather improves.
5.Reports from County Councillor and District Councillor:
a. County Cllr Hagues attended the meeting. He said he had reported the chevrons at the layby as damaged to Lincolnshire County Council. Cllr R Frankland also requested he reported the 4 bollards that were also damaged.
Cllr Hagues reported that work would begin on Holdingham Roundabout from the 15 February. He said although a lot of the work would be done at night, there would still be traffic restrictions.
Lincolnshire County Council had put aside £12million pounds for businesses that had been severely affected by Coronavirus but had not yet received anything. A maximum of £10000 could be claimed.
Cllr Hagues also reported that the Elections 06 May 2021 are still scheduled to take place. He suggested that parishioners should apply for a postal vote if possible.
b. District Cllr Russell Jackson had sent his apologies but did forward a report that had been circulated to all Cllrs. The garden waste service had been cancelled due to inclement weather. Cllr Mrs Clements had been asked by a parishioner if they would get a rebate.
6.Reports from Outside Bodies:
a. Village Hall – Cllr Sirs reported that the application for the lottery grant was going well, and details were being finalised. It was hoped the bid would be ready for the beginning of March as the panel sits in April.
b. CLT – Nothing to report.
c. Allotments – Cllr Frankland reported that all allotments were taken. There had been minor flooding which was being monitored. A zoom meeting was being planned by the committee in the very near future.
d. St Mary’s Church – Cllrs Ms Miller said it would be lovely to hear the Church Bells again and felt they were an asset to the village. Cllr Davey said they did need repair but until the Church could open again, and weddings etc could take place nothing further could be done. He would report back to a future meeting.
e. Cemetery – Cllr Davy said he was unsure if the Cemetery clean-up could take place scheduled for 06 March. Cllrs discussed what needed doing in the cemetery, and we would have to wait and see the latest Government guidelines.
7. Playing Field:
a. The two seats had been ordered for the swings and received. Cllr Harrison had collected them and installed. He had also replaced the gate closure spring and it is now functional.
b. General maintenance will be taking place over the next few weeks including clearing overgrowth of moss and weeds. A work party would hopefully be formed before Easter, if Government guidelines allow to clean down the equipment.
Cllr Sirs had obtained a quotation for external repairs from the manufacturer of the playground equipment, except the skate pipe, which could be done by a local welder.

Resolved: to earmark a maximum of £6000 including VAT to make the necessary repairs to the equipment. Cllrs Sirs would look at other companies before we placed the order.
c. Dog Fouling was becoming a real issue in the parish. There were more dogs in the village. This had been discussed in the Open Forum. Cllrs discussed purchasing ‘clean up after your dog signs’ Notification had been received of dogs running loose in the children’s play area. After a short discussion it was proposed, seconded and
Resolved: to allow Cllr Harrison to purchase enough signs and place them around the village.
8.Parish Clerk Update:
a. The Chairman had forwarded a link to all Cllrs re new fingerposts. After a short discussed it was proposed, seconded and
Resolved: to obtain a quotation for the fingerpost similar to the one in situ.
b. NKDC had contacted the Clerk re yellow salt/grit bins. They said they would either repair or replace the ones outside Paddock Close. Cllr Sirs reported that all the grit bins were being well used by parishioners and Cllrs sent their thanks. They did, however, ask that the lids are replaced after the have been used.
c. The Queens Platinum Jubilee will take place on 06 February 2022. The May Bank Holiday weekend will be moved to Thursday 02 June and an additional Bank Holiday on Friday 03 June will see a four-day weekend to celebrate her Majesty The Queen’s Platinum Jubilee. Cllrs Sirs and Ms Miller agreed to give it some thought as to how the village could celebrate this historic occasion.
9.Correspondence:
a. Electoral Review Final Report – circulated to all Cllrs.

c. LALC e-news – circulated to all Cllrs.
d. LALC 2021 Survey – circulated to all Cllrs. The Clerk confirmed she had filled it in and returned it.
e. NKDC updates – circulated to all Cllrs.
f. LIVES request for donation – circulated to all Cllrs. Cllrs declined to support.
g. Update from Anglian Water re New Water Pipeline – circulated to all Cllrs.
h. Thank you letter for donation in April from Secretary Wilsford Church Council FOR INFORMATION ONLY.
10.Planning:
a. Planning permission to regularise the existing site infrastructure and welfare accommodation, car parking and storage tank. Copper Hill Quarry. FOR INFORMATION ONLY.
b. Planning permission for proposed extension of change of use building 11 New Earth Solutions(West)Ltd. FOR INFORMATION ONLY.
Cllrs were pleased to see that most of New Earth Solutions(West) planning applications were not retrospective. County Cllr Hagues said he would investigate when the right-hand lane was being installed outside the plant.
11.Finance:
a. The Playing Field Events Team Cashbook to 31.01.21 had been circulated to all Cllrs.

b. The Approval List for Employee BACS payments had been circulated to all Cllrs.

12.Reports from Councillors:
a. Cllr Miller updated the parish council about the Conservation Policy. The project would involve numerous areas in the village including the Pit, and the Playing Field which could offer the opportunity to support wildlife and improve biodiversity. She said she needed to know who owned the areas that were being considered. County Cllr Hagues agreed to investigate which verges. He said LCC policy was to only cut the verges twice and first metre only, except at road junctions. Grants are available from Lincolnshire Wildlife Trust. Cllr Miller would report back at a future meeting.
