MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD VIA VIDEO LINK (ZOOM) AT 7.30PM ON 08 SEPTEMBER 2020

Present:            Cllr S Davey (Chairman) Cllrs M Harrison, Ms M Miller, 
                P Bramley, R Sirs and R Frankland

In Attendance:    County Cllr A Hagues, District Cllr R Jackson, Chairman of the village hall committee and Denise Gascoyne Parish Clerk

Public Forum:
Footpath between Town End and Wilsford Lane Ancaster – A complaint had been received regarding the state of this footpath. It is littered with potholes and in a bad state of disrepair – County Cllr A Hagues agreed to report this.

Speed Back Lane to Junction – A comment had been made about speeding cars Back Lane to junction. County Cllr Hagues said to have a speed survey they would need to know the time of day the speeding occurred. District Cllr R Jackson suggested forming  a Speed Watch Group – Cllrs did not think this would be viable.

Overgrown Hedge – Cllrs J Clements had informed the Clerk prior to the meeting that the owner had said the  hedge would be cut in due course.

Paddock Close – A complaint had been received about parking on the grass at Paddock Close. District Cllr R Jackson agreed to look at this.

Defibrillator – Cllr Bramley reported that the defibrillator had been removed from the box outside the Post Office. It had not been used and all the pads were still in place.

The Chairman congratulated James Bell on becoming the Chairman of Wilsford village hall. He had circulated an email to CLT, Parish Council and Playing fields for a joint meeting to discuss additional parking which would benefit the village hall and playing fields. The Chairman welcomed a three-way conversation.

The Chairman welcomed everyone to the Zoom meeting.

2.Apologies for Absence:
The Clerk reported that apologies for absence with valid reasons had been received from  Cllr Mrs J Clements.

Resolved: by a show of hands that apologies for absence with valid reasons be accepted from Cllr Mrs J Clements.

3.Declarations of Interest:
Cllr S Davey declared an interest in Item 6d and 10e. Cllr Ms M Miller declared in interest in Item 8c.

4.To approve as a correct record the notes of the meeting held on 14 July 2020.These had been delivered to the Chairman.
It was proposed, seconded and
Resolved: by a show of hands that the minutes of the meeting held on 14 July 2020 be accepted as a true record. These were signed by the Chairman and would be returned to the Clerk.
                                
5.Reports from County Councillor and District Councillor:
a. County Cllr A Hagues had sent an update on 25 August which  had been circulated to all Cllrs. He also said a petition had already received 2000 signatures to keep streetlights on all night. LCC had proposed shutting them off at 11pm. He said cases of coronavirus in Lincolnshire had risen sharply. For 5 weeks the B188 would be closed at night between Lincoln and Metheringham.  A mini retirement village with 43 units was being built at Nettleham.
b. District Cllr R Jackson told the meeting a new dog fouling poster would be forwarded to parish councils for downloading and putting in notice boards etc. There would not now be a cinema in Sleaford. Purple bins for cardboard and paper would be issued within the next 18months.

6.Reports from Outside Bodies:
a. Village Hall –  Cllr Roger Sirs said he was now a committee member of the village hall and would continue as representative of the parish council and would give reports and updates to each meeting.
b. CLT –  The CLT would be holding a meeting in October.
c. Allotments – Cllr Frankland reported that the lease had been updated for a further 10 years. The finer details were almost complete.
d. St Mary’s Church – Cllr Davey reported that St Mary’s Church was open for private prayer  from 9.30am to 10.00am on a Wednesday and the  6 churches in the Group would in rotation hold one service each Sunday.
e. Cemetery – Cllr Davey suggested another working party early in the new year to tidy up the cemetery. A date would be organised nearer the time.

7.Playing Field:
Cllr Harrison had circulated a quotation for village football pitch works. Another quotation had been requested, but they failed to respond. Due to the work  needed to be done at this time of the year, it was proposed, seconded and
Resolved: by a show of hands to place the order with Fineturf.

8.Parish Clerk Update:
a. Royal Mail had responded re the position of the Post Box on School Lane. The said their teams were now seeking to clear a backlog of post-box related issues and therefore could not give a date as to when they would investigate this issue. It was anticipated it would be in the next three months.

b. Confirmation had been received that the payphone is still on the painting list. FOR INFORMATION ONLY

c. Lincolnshire County Council had created new websites for parish councils. The old ones would not be maintained after the end of December. The new sites were blank with headings in only, clerks were tasked with transferring all existing content. Although the clerk had been on training for this, it was overly complicated to set up and transfer the information from one site to another. It was also very time consuming. Many parish councils had engaged someone to set up and maintain the new site. During August, the parish council by email had requested James Bell to set up the website on their behalf. Councillors agreed that Mr Bell had done an excellent job, pleasing to look at and easy to navigate.
The Clerk confirmed this is totally separate to the new Village Website which Mr Bell is doing on behalf of the village. It was proposed, seconded and
Resolved: to pay Mr Bell a fee of £250.00 for the work done for the parish council website.
 
9.Correspondence:
a. NKDC Updates – circulated to all Cllrs.
b. Confirmation street lighting will be switched off at some point during Autumn 2020 High Dyke Barkston Heath – circulated to all Cllrs.

e. Confirmation Ash Villa School will close from 01 September – circulated to all Cllrs.

10.Planning:
a. 20/0725 Planning application for conversion of a barn into a dwelling Sleaford Golf Club.

b. 20/0581 Planning permission for extension to Shed 1B(and 1A) to form covered storage area New Earth Solutions (West) Ltd. FOR INFORMATION ONLY

c. 20/1055 Planning had been refused to  Pollard and re-pollard on a 3-4-year cycle Lime Tree 55a Main Street.

d. 20/0647 Planning permission for proposed reinstatement of building 3b, replacement of building 4 and erection of 4b New Earth Solutions (West) Ltd. FOR INFORMATION ONLY

h. The Clerk confirmed LCC had paid £369.00 into the bank, being their contribution toward urban safety cutting. FOR INFORMATION ONLY

12.Reports from Councillors:
a. Village Website – Cllr Miller confirmed that the village website  was progressing. Although content now was scare. She said she would email groups in the village to ask if they would contribute.

b. Paddock Close – This was discussed in the Public Forum.

13.Training:
a. There was no training currently.

14.Next Meeting:
a. To note the next parish council meeting as 13 October 2020 – it was hoped this would be a face-to-face meeting in the village hall.
