MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD VIA VIDEO LINK (ZOOM) AT 7.00PM ON TUESDAY 09 MARCH 2021.

Present:        Cllr S Davey(Chairman)
            Cllrs K Corner, Mrs J Clements. M Harrison, R. Sirs, R Frankland
            and Ms M Miller.

In Attendance    County Cllr A Hagues, District Cllr R Jackson, 1 member of the public and Denise Gascoyne Parish Clerk.

Public Forum:
Cllr Mrs Clements reported that there was a broadband issue at the Plough End of the village, where it kept dropping out.  District Cllr R Jackson said the only course of action was to contact their service provider.

Increased litter had been reported in the lay-by near the grit bins. This had been reported to Highways.

Cllr Mrs Clements said it had been reported to her that there was an increase in Dog Fouling.  This was on the Agenda Item 12(a).

A member of the public attended the meeting to discuss speeding at Town End. He said he did not understand why the Parish Council were against Community Speed Watch. It was noted that the Road Safety Partnership had erected passive signs at Town End. The Chairman said this had been discussed in a previous meeting in November and Cllrs agreed with did not want to get abused by drivers, and they were not convinced that speeding was a particular problem at Town End. District Cllr Russell Jackson said the Community Speed Watch had been successful in Osbournby. County Cllr Andrew Hagues reported he would request the Road Safety Partnership to do more tests in the area and PCSO Ironmonger would also be contacted. This would be on the agenda for the next meeting on 13 April 2021.

The meeting began at 19.34pm

1.Chairman’s Welcoming Remarks:
The Chairman Cllr S Davey welcomed everyone to the meeting.

2.Apologies for Absence: There were none.

3.Declarations of Interest: There were none.

4.To approve as a correct record the notes of the Parish Council Meeting held on 09 February 2021. These had been delivered to the Chairman along with the notes for 12 January 2021.
It was proposed, seconded and
Resolved: by a show of hands that the minutes of the meeting held on 09 February 2021 be accepted as a true record and signed by the Chairman. These would be returned to the Clerk along with the minutes for 12 January 2021.

                
5.Reports from County Councillor and District Councillor:
a. A report from County Cllr A Hagues had been circulated to all Cllrs.
b. County Cllr Hagues reported that Highways were aware of the chevrons, but these were not classed as a priority. It was unlikely that anything would be done until the next financial year.
b. District Cllr Jackson had nothing further to report.

6.Reports from Outside Bodies:
a. Village Hall – Cllr Sirs reported that the bid for lottery funding had now been submitted. This would be looked at in April, and it was hoped by the end of April they committee would hear if they had been successful.

b. CLT – Nothing to report.

c. Allotments –Cllr R Frankland told the meeting that Mr Tickler had done a lot of earthworks over the past few weeks, including hardcore to the track. Cllrs would send a letter of thanks. Cllr Frankland also reported that a zoom meeting had been held and work proposed was to upgrade the water system. At present there were no empty plots.

d. St Mary’s Church – Nothing to report.

e. Cemetery – After a short discussion the working party for the cemetery was confirmed as 24 April unless Government guidelines change.

7.Playing Field:
a. Cllr Sirs reported that the work completed in the playing field was very satisfactory. It was still intended to have a working party in the play area in the Spring to wash down the equipment etc. He also reported he was still awaiting a quote for the work which was highlighted on the report.
The Playing Field Events Team had agreed that monies in their account would now be donated towards the necessary works. This account would be retitled Playing Field Maintenance Fund

8.Parish Clerk Update:
a. The grit bin near the Plough has now been refilled. The one would be replaced on the corner near the Church.

b. The suggestion from the Chairman for the fingerpost had been circulated to all Cllrs.
It was proposed, seconded and
Resolved: that the Chairman’s choice of  Fingerpost would be ordered. Cllr Sirs agreed to inform the Clerk of the necessary wording.

c. Cllr Harrison had said we should chase up the Post Office about the re-siting of the post box. The last correspondence received from the Post Office was 22 July 2020 and the Clerk had replied on 09 September. Northing further had been received.

9.Correspondence:
a. LALC e-news circulated to all Cllrs.
b. NKDC updates -  circulated to all Cllrs.
c. Policing ‘How it Works’ circulated to all Cllrs.
d. NALC Issue 1 2021 – forwarded to Cllr Davey.                    
e. LALC e-news – circulated to all Cllrs.
f. Environment Agency Routine Maintenance Factsheet – circulated to all Cllrs.
g. Notification that Household Waste Recycling Centres to accept all waste as from 07 March. Click and Tip Booking System to remain in place.
h. Notification of Temporary Traffic Restrictions as and when necessary Wilsford Warren 10pm 5.4.21 to 6.00am 6.4.21 and 10pm 6.4.21 to 6.00am 7.4.21.
i. Local Councils Update – circulated to all Cllrs.
j. Strategic Pipeline update from Anglian Water – circulated to all Cllrs.
k. Clerks and  Councils Direct – forwarded to Cllr Davey.

10.Planning:
a. PL/0014 Planning application to construct a new showroom and offices Castle Quarry Sleaford Road Ancaster (adjoining Parish Consultation)

Resolved: to make no comments on this application.

11. Finance:
a.  The Bank Reconciliations and Cashbook to 28 February 2021 had been circulated to all  Cllrs.

Resolved:  by a show of hands to accept the bank reconciliations and cashbook to 28 February 2021.

b. The Approval List for BACS payments had been circulated to all Cllrs.
It was proposed, seconded and
Resolved: by a show of hands to accept the BACS payments below and authorise the Clerk to make the payments.

c. The Approval List for Staff BACS payments had been circulated to all Cllrs.

Resolved: by a show of hands to accept the BACS payments and to authorise the amounts to be paid.

d. The Playing Field Events Team Cashbook to 28 February 2021 had been circulated to all Cllrs.
It was proposed, seconded and
Resolved: by a show of hands to accept the Playing Field Events Team Cashbook to 28 February 2021. This would in future be known as Playing Field Maintenance Fund.

e. The Internal Auditor had been ill, and therefore not completed the Internal Report.
This would be available at the next meeting.

12. Reports from Councillors:
a. Cllr M Harrison reported the dog fouling signs had been placed around the village to educate people about dog fouling. He said a parishioner had donated some signs and the clerk would send a letter of thanks. 
Cllr Corner agreed to investigate the prices for dog bag dispensers and to approach sponsors. He would report back at a future meeting.
Cllr Harrison suggested we purchase two new dog bins, one for the playing field and one near the cemetery/allotments.

Resolved: to confirm with NKDC that this was agreeable with them as they empty the bins, and if so, purchase two new bins.

b. Cllr Ms Miller reported that she had been in contact with Lincolnshire Wildlife and Woodland Trust. Due to the pandemic, she was still waiting for replies from them. This was a long-term project to manage and maintain the areas and understanding was needed, therefore a site visit would be extremely helpful. Grant applications from Lincolnshire Wildlife Trust were only open March/September. It was doubtful that a grant could be applied for in March. Cllr Miller was thanked for her work so far.

c. Cllr Mrs Clements suggested we updated the Wilsford Walks leaflet which had been circulated to all Cllrs. She said there was only 6 left, and this had last been produced in 2014. Cllr Miller suggested it was put on the Wilsford website. Cllrs discussed other walks which were available.

Resolved: that the leaflet should be updated, and the community involved.

13.Training:
a. The Clerk had attended LALC accounts and audit training on 03 March via Zoom. She reported this was particularly useful and the Parish Council should have a Statement of Internal Control. The Clerk had produced one and circulated it to all Cllrs.

Resolved: to accept the Statement of Internal Control and this was signed by the  Chairman.
b. The Clerk had attended Edge IT End of Year Webinar on 09 March. She reported that several changes had been made to the system, which included  invoices etc could be uploaded to the system. It was particularly useful, and she would incorporate  the new changes into the system.

14. Date of Next Meeting.
a. The date of the next meeting via Zoom was set for Tuesday 13 April at 7.00pm.

The regulations that allow local authorities to hold meeting remotely only apply until 07 May 2021. According to Government guidelines at present Parish Councils MUST return to face-to-face meetings from 07 May.  
Wilsford usually hold their Annual Parish Meeting and Annual Meeting in May, but due to the pandemic, it was suggested that these meeting be postponed until June.
