January 2021 Minutes

Public Forum:
The Parish Clerk was asked to write to Mr Mezzo and thank him for continuing to maintain the speed camera on School Lane.
Cllrs commented on the allotment on the entrance to the village. They would mention it to the occupier if they saw them/
The meeting began at 7.10pm
1.Chairman’s Welcoming Remarks:
a. The Chairman Cllr S Davey welcomed everyone to the first meeting of 2021. He requested that after meeting the applicants for the current vacancy, could the discussion take place after the meeting as Cllr Ms Miller had declared an interest in Item 5.

Resolved: by a show of hands to discuss the vacancy for a parish councillor at the end of the meeting.
2.Apologies for Absence:
There were none.
3.Declarations of Interest:
Cllr Ms M Miller Item 5.
4.To approve as a correct record the notes of the Parish Council Meeting held on 10 November 2020 and the Closed Finance Meeting held on 05 January 2021. These had been delivered to the Chairman.

Resolved: by a show of hands that the minutes of the meeting held on 10 November 2020 and the closed finance meeting held on 05 January 2021 be accepted as a true record. These were signed by the Chairman and would be returned to the Parish Clerk.
5. Vacancy for a Parish Councillor:
There were two vacancies for parish councillor. James Bell and Keith Corner. They had both filled in an application form for co-option and talked a little about themselves. The Chairman thanked them for attending the meeting and said they would be informed tomorrow if they had been successful.
6. Reports from County Councillor and District Councillor:
a. County Cllr Hagues had sent a report, which had been circulated to all Cllrs.
b. District Cllr Jackson attended the meeting. He said that two new COVID-19 Safety Ambassadors will be patrolling the district as from Monday. He would send the information to the Clerk for the News and Views.
The final report of the Electoral Review had been received and Wilsford would be with Cranwell and Leasingham from 2023.
7.Reports from Outside Bodies:
a. Village Hall – Cllr Sirs told the meeting that in line with guidelines the hall was currently closed. He said their lottery bid had gone to the second stage and the steering group were putting together the final bid.
b. CLT – Nothing to report.
c. Allotments – Cllr Frankland reported that there were no vacant plots. The licence agreement was progressing.
d. St Mary’s Church – Cllr Davey reported that no services were being held at this time and the Church is open just once a week.
e. Cemetery – The working party had been scheduled for 06 March. Due to the ongoing situation, this would be reviewed at the next parish council meeting in February.
8.Playing Field:
a. The playing field administrator had confirmed the WPD wayleave cheque for the year of £30.57 had been paid into the bank.
b. The Annual Inspection of the playing field had taken place and circulated to all Cllrs.
Cllr Sirs had visited the site and sent a report round to all Cllrs highlighting what needed to be done to comply with recommendations. Some of the work was just general cleaning and weeding, and a working party, or handyman could complete this when government guidelines allowed.

Resolved: to ask Steve Whitford to have a look at the maintenance part and price for the work.
Two swing seats needed replacing and Cllr Harrison had obtained the price for these of £53.60 per seat.

Resolved: by a show of hands to order two seats and Cllr Harrison would fit them.
Cllr Harrison had looked at the gate, he said it needed attention and he would see what was needed. Cllr Sirs said a notice should be put on the gate to say who was responsible etc for the equipment. He would investigate this and report back.
9. Parish Clerk Update:
a. Cllrs were reminded that if circumstances had changed, they should renew their Register of Interest Forms and forwarded to the Clerk for onward forwarding to NKDC.
b. The latest Electoral Register from NKDC has been received in PDF format and all previous copies destroyed.
c. The Clerk confirmed the old website was switched off on 30 December 2020. The Chairman thanked James Bell for his continued work on the new site.
10.Correspondence:
a. NKDC latest updates – circulated to all Cllrs.
b. Police update – circulated to all Cllrs.
c. Temporary Traffic Restriction – Main Street with A153 and a point 75m South, restrictions to be implements when required between 27.01.21 – 29.01.21 FOR INFORMATION ONLY.
d. Census 2021 Webinar 13.01.21 – circulated to all Cllrs.
e. NKDC Residents Survey 2020 – circulated to all Cllrs.
f. LALC News No.174 – circulated to all Cllrs.
11.Planning:
a. 20/0656 Planning appeal for change of use from holiday let to dwelling Waterloo Farm. It was proposed, seconded and
Resolved: to make no comments on this application.
b. 20/1664 Planning permission for installation of modular staff amenity and training building New Earth Solutions (West) Ltd. FOR INFORMATION ONLY.
12.Finance:
a. The Playing Field Events Team Cashbook to 31 December 2020 had been circulated to all Cllrs. It was proposed, seconded and

13.Reports from Councillors:
a. Grit Bins - The grit bins had all been checked by Cllr Sirs. The Clerk confirmed that anyone could request a bin to be filled by going on the Fixmystreet Lincolnshire website. They could also contact the Clerk and she would request it.
There are two ‘yellow’ bins at the bottom of Paddock Close in a state of disrepair.

Resolved: to contact NKDC to repair them.
b. Cllr M Miller had contacted the Lincs Wildlife Trust and was keen to implement a Wildlife and Conservation Policy. It was hoped that parishioners would be keen to take party. This could include the playing field verges and the pit. An adult/children’s competition could be put in place with a small prize. Cllr Miller would investigate further and report back to a future meeting.
c. Finger Posts – Cllr Sirs had looked at the fingerposts in the village. The ones at Town End and the Village Hall are acceptable and can be cleaned. The one outside the Plough cannot and needs replacing.

14.Training:
a. The clerk confirmed she would be attending training via zoom on 03 March – Accounts and Audit.
15.Date of Next Meeting:
a. The date of the next meeting via zoom was set for Tuesday February 15 at 7.00pm
There being no further business this part of the meeting closed at 20.10pm and Cllr M Miller left the meeting.
Vacancy for Parish Councillor – Both candidates had spoken at Item 5 and left the meeting. Cllrs discussed both candidates and said they felt that both candidates had something to offer to the parish council. After a vote it was decided that Keith Corner be offered the position.
This part of the meeting closed at 20.15pm.
