December 2023 Minutes

MINUTES OF THE CLOSED FINANCE MEETING HELD ON TUESDAY  12th DECEMBER 2023 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL.

Present:        Cllr Sirs (Vice-Chair), Cllrs Harrison, Corner, Blankley, Miller and 
            Reseigh 

As the Clerk was unable to attend, Cllr V Blankley agreed to take the notes.

In attendance:    

1.Chair’s Welcome:
a. In the absence of the Chair, the Vice Chair R Sirs welcomed everyone to this closed Finance Meeting to consider funding applications.  

2.Apologies for Absence:
a. The Vice-Chair reported that apologies with valid reasons had been received from Cllr S Davey. It was proposed, seconded and
Resolved: to accept apologies with valid reasons from Cllr S Davey

3.Declarations of Interest:
a. Cllr Reseigh relating to the Church request for donation.

4.To approve as a true record the notes of the meeting held on 14 November 2023. It was proposed, seconded and
Resolved: to accept the notes of the meeting held on 14 November 2023 as a true record and these were signed by the Vice Chair.

5.Finance:
a. The Bank Reconciliations and Cashbook to 30 November 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 30 November 2023 and the Vice Chair signed the paperwork.

b. The Approval List for BACS/DD Payments and Staff Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for BACS/DD Payments and Staff Payments and authorise the Clerk to make the following payments.

c. Funding requests for 2023/2024 had been received from the following:

Cemetery Grass Cutting  - It was proposed, seconded and
Resolved: to query the increase in costs prior to funding approval. 

Wilsford & Kelby Produce, Flowers, and Craft Show - It was proposed, seconded and
Resolved: to agree £100 in principle, subject to confirmation this was a real event and production of receipts for expenditure.

Wilsford Open Gardens - It was proposed, seconded and
Resolved: to grant the request if event went ahead. 

Wilsford Village Hall Replacement of side door – It was proposed, seconded and
Resolved: to grant the request in principle up to the value of £700 (i.e. 50% of the cost), subject to two quotations for the work being received and the most cost efficient used.  The work to take place after the fitting of the new kitchen is complete.

Wilsford Mobile Library Van support – It was proposed, seconded and
Resolved: to grant the request for a 12-month period as discussed at a previous meeting. The Clerk to request invoices from the village hall.

Christmas Tree – It was proposed, seconded and
Resolved: to grant the request as this was a benefit to the whole village. The money would be paid over on request towards the end of the year.

Fireworks – It was proposed, seconded and
Resolved: to grant the request if funding required, as this was a fundraiser and monies are in hand.  

News & Views Printing Costs – It was proposed, seconded and
Resolved: to continue to pay the printing costs, subject to a clearer understanding of the overall costs.

d. The draft budget had been forwarded to all Cllrs. This was discussed line by line with amendments made and queries to be raised with the Clerk. After discussion it was proposed seconded and
Resolved: that the draft budget be confirmed and accepted at the January meeting dependent on the outcome of queries raised.

6.Date of Next Meeting:
a. The date of the next meeting was confirmed as 9 January 2024 at 7.00pm in the small room of the village hall.

There being no further business the meeting closed at 8.25pm
