MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON TUESDAY 10 OCTOBER 2023 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL
Present: Cllr Davey(Chair), Cllr Sirs(Vice-Chair)
Cllrs Harrison, Corner and Reseigh.
In Attendance: County Cllr/District Cllr A Hagues, District Cllr J Clarke, 2 members of the public and Denise Gascoyne Parish Clerk
Public Forum:
Cllr Harrison reported that the hedges from Town End to Waterloo Farm had still not been cut back. County Cllr Hagues agreed to inform LCC.
Cllr Harrison told the meeting that it appeared that school children mostly got off the bus at the request stop outside the former Post Office. This is the narrowest part of the village, and vehicles did try to overtake. It was agreed to monitor the situation.
Cllr Davey told the meeting he had been asked about the new BT initiative regarding landlines. Cllr Sirs said landlines would not be removed but the feed would be changed over to a digital system.
The meeting began at 7.15pm
1.Chair’s Welcome: The Chair Simon Davey welcomed everyone to the meeting.
2.Apologies for Absence:
a. Apologies for absence with valid reasons had been received from V Blankley and M Miller. It was proposed, seconded and
Resolved: that apologies for absence with valid reasons be accepted from V Blankley and M Miller.
3.Declarations of Interest: There were none.
4.To approve and accept as a true record the notes of the meeting held on 08 August 2023. It was proposed, seconded and
Resolved: that the notes of the meeting held on Tuesday 08 August be accepted as a true record. These were signed by the Chair.
5.Report from County/District Councillor:
a. District Cllr Clarke gave an overview of things happening within North Kesteven. The Chair thanked him for his report.
b. County/District Cllr Hagues said LCC had underspent by £10million, this would be used on further road repairs. He reported that no AAC had been found in any schools in Lincolnshire. He had attended a meeting of the Internal Drainage Boards who said Anglian Water were still working on plans for the reservoir. He said they had to have plans in place to drain it in an emergency. The Chair thanked him for his report.
c.Cllr Sirs said that the Old Vicarage Wall had been hit once again, as well as the scaffolding outside The Plough. Large vehicles were still trying to turn. It was believed that the sat navs were sending them through the village. County Cllr Hagues agreed to contact Highways and see if anything could be done.
Item 11d – Annual Firework Display:
It was proposed, seconded and
Resolved: this item be bought forward and discussed.
Cllr Sirs told the meeting that a new bank account had been set up and all monies had been put in this account. He said that plans were progressing. Fireworks had been ordered, Wriggly Tin would once again provide the bar and (Un)Covered Events would provide the food. Hire of the village hall would be donated. It was agreed that Wilsford Parish Council would be classed as the Lead Agency.
Although £300 had been agreed as the donation from the Parish Council. Cllr Sirs said this was not needed this year. However, they would like to purchase a Card Machine which retails in the region of £50.00. It was proposed, seconded and
Resolved: the Parish Council would donate the card machine.
6.Reports from Outside Bodies:
a. Village Hall – Cllr Sirs confirmed that Cllr Blankley will be the PC representative on the committee.
The new Chair of the village hall Helen Sirs attended the meeting. She said Jenny Harrison was now deputy Chair. They would be holding a curry night and a Christmas Fair. She said they were lucky as they now had plenty of volunteers. They were drawing up a lottery application, the kitchen needed upgrading, the acoustics in the main hall and a door. They would also be updating the Deed of Trust if necessary.
The gazebos needed to be replaced as soon as possible. Cllrs had agreed to donate £1500.00 at the beginning of the year. So far only £1000.00 had been donated. It was proposed, seconded and
Resolved: to donate the remaining £500.00 towards the purchase of new gazebos.
b. CLT – The purchase of the new bench on Oasby Road was progressing.
c. Allotments – Nothing to report.
d.St Mary’s Church – The Chair told the meeting the current work on the roof should finish in November.
e. Cemetery – Cllr Harrison reported that the outside hedges of the cemetery had been cut to a very high standard, believed to be the local farmer.
f. Playing Field – Cllrs Harrison and Sirs said the repair of the Wendy House was in hand.
7.Parish Clerk Update:
a. The Post Office in Wilsford has now closed. This will now become a residential dwelling, and the defibrillator will need relocating. It was proposed, seconded and
Resolved: to monitor the situation when the new owners move in. No formal request had been received to remove it.

b. There is a postbox in the wall of the former Post office, which will be removed when the new owners move in. As there is a Post Box at Town End, it is unclear whether it will be replaced. It was proposed, seconded and
Resolved: to see what would happen when the new owners moved in.
c. Cllr Miller had sent her apologies but sent a picture of the bench that memorial bench that the family would like. The Parish Council had no objection to the purchase of the bench from the chosen supplier, and Cllrs agreed they would site it themselves.

e. The Clerk confirmed that LCC had paid their share of the grass cutting amounting to £421.78 into the bank.
11.Reports from Cllrs:
a. The Chair and Cllr Sirs had completed the Drain Survey. After it had been submitted within two weeks the drains were cleared of foliage etc.
b. Cllrs agreed we should still put on ‘Parish Council on Show’ but as the clocks are set to change and the colder weather it was decided we would hold this probably in March. To be discussed further next month.
c. A parishioner had submitted interest to NKDC for a Community Orchard. Unfortunately, the parishioner was unable to attend the meeting.
The Custodian Trustee of the playing field is Fields in Trust. The Parish Council is the Managing Trustee. The Playing Field is also designated with Fields in Trust as a Queen Elizabeth 11 field, and as such is able to prevent it being used for other purposes.
Cllrs felt that the applicant should have approached the Custodian/Managing Trustees before putting in a bid for funding. After a discussion, it was proposed, seconded and
Resolved: that the Parsh Council could not support a Community Orchard.
12.Training:
a. Cllr Sirs confirmed he would be happy to attend the next Playground Visual Inspection Training Course.
b. The Clerk had attended a Precept Calculator webinar with EdgeIT on 04.120.23
13.Date of Next Meeting:
a. The date of the next meeting was confirmed as 14 November 2023 at 7.00pm in the small room of the village hall.
b. The date of the Closed Meeting for setting the Precept was confirmed as 16 January 2024 at 7.00pm
There being no further business the meeting closed at 8.20pm
