MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON TUESDAY 18 JULY 2023 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL

Present:            Cllr S Davey(Chair) Cllr R Sirs(Vice-Chair)
                Cllrs Miller, Harrison, and Corner

In Attendance:    County/District Cllr Hagues and Denise Gascoyne Parish Clerk.

Public Forum:
No members of the public were present. However, Cllr Sirs had received a complaint about the hedge at the junction with the A153. This had been cut previously. The clerk would write and ask the landowner to cut the hedge back again.

The bus stopped at the Post Office, but this was not a designated bus stop. It was believed this was a ‘request’ stop. However, concern was raised as to cars overtaking when the bus was parked, this was considered an extremely dangerous practice.

A couple of areas in Wilsford was overgrown, near the Post Office and St Mary’s Close. The grass contractor would be asked to cut them back.

Cllrs were asked for ideas as to what else we could do for the parishioners in Wilsford.

The meeting began at 7.16pm

1. Chair’s Welcome:
a. The Chair Simon Davey welcomed everyone to the meeting.

2. Apologies for Absence:
a. No apologies

3. Declarations of Interest:
a. Cllr Miller  6(a).

4. To approve and accept as a true record the notes of the meeting held on Tuesday 13 June. It was proposed, seconded and
Resolved: that the notes of the meeting held on 13 June 2023 be accepted as a true record and the Chair to sign.

5. Report from Cllr A Hagues:
Cllr Hagues reported that LCC Children’s Services had been classed as Outstanding by Ofsted. 
LCC now have an Independent Living Department which enables people to remain in their own homes. They can supply grab bars and aids and it is hoped to provide wheelchairs in the future.
An Armed Forces presentation took place recently in Sleaford. 
An order will be issued to ensure school bus drivers turn off their engines while waiting for pupils.

Plans are being presented to invigorate Sleaford Market Place. It these plans are successful work is expected to start during 2024.

A parishioner had emailed Cllr Hagues re surface water flooding in School Lane. He had agreed to investigate this with Highways.

6. Reports from Outside Bodies:
a. Village Hall – The Clerk confirmed minutes were now being received from the committee. Cllr Sirs reported that estimates had been received for the rendering at the rear of the village hall. The Parish Council had agreed to donate towards this, and it was proposed, seconded and 
Resolved: that a donation of £1000.00 be available.

Cllr Sirs informed the meeting that he had been unhappy with recent actions of the Village Hall Committee and felt he had no option but to resign both his position as the Parish Representative  on the Village Hall Committee as well as his own membership.

b. CLT – The CLT had confirmed they would pay for the installation of Broadband and the rental for 2 years at the village hall.

c. Allotments – The Chair had nothing to report on the Allotments but said a meeting had been arranged for 30 July, and she would report back after the meeting.

d. St Mary’s Church – Nothing to report.

e. Cemetery – The trees planted recently were doing well. The refurbished bench would be returned in the next few days.

f. Playing Field – An estimate of nearly £10k had been received for the Wendy House. Cllrs discussed repairing it themselves. Cllr Miller asked for it to be noted that she did have reservations. After along discussion, it was proposed, seconded and
Resolved: that Cllrs would see if the work could be done. 

7. Parish Clerk Update:
a. There was no update on the SID (Speed Indicator Device), so it was assumed it was now in working order.

b. LCC had asked if Parish Councils wanted any Litter Picking Kits. The Clerk said Ancaster were interested, therefore it was proposed, seconded and
Resolved: that if Ancaster collected any, they would collect one for Wilsford also.


8. Vacancy for a Parish Councillor:
a. No interest had been shown in the vacancy for a Parish Councillor. The Clerk would add it to the Parish Councils page in the News and Views.

10. Planning:
a. 23/0707 Planning application for tree works in a conservation area. Prune and reduce laurel, cherry, sycamore, and conifer 47 Main Street. It was proposed, seconded and 
Resolved: to make no comments on the above planning application.

11.Finance:
a. The Bank Reconciliations and Cashbook to 30 June 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 30 June 2023, and these were signed by the Chair.

b. The Approval List for Staff Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List and authorise the Clerk to make the payments.

c. The Approval List for BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List and authorise the Clerk to make the following payments.

12. Reports from Cllrs:
a. Cllr Blankley reported that the grass one side of The Crescent had been cut by contractors. She had telephoned NKDC to be told that they would not cut if cars were parked. Cllr Blankley commented that if we knew when the contractors were due, cars could be moved.

b. Cllr Davey commented on the state of the notice boards. All Cllrs agreed these needed refurbishment. It was agreed to investigate.

c. Cllr Miller told the meeting that it was a quiet time for biodiversity at the moment. The big butterfly count would be taking place in 3 weeks. She had reported this in the News & Views hoping people would take part. Last year the rare Purple Emperor butterfly had been spotted in Wilsford. Experts were concerned that the weather last year may have affected the butterflies.
Meadow areas had been left again. Cllr Miller had planted plug seeds in her own garden, and they had all germinated, so it was planned to set some in the playing field area. 
A working party would be held later in the year as there  was ivy and plastic still to be cleared away.

13. Training:
a. None this month.

14. Date of Next Meeting:
a. Cllrs discussed the date of the next meeting. Usually, they had a break in August and resumed in September. As some of the Cllrs would be away in September, it was proposed, seconded and
Resolved:  to hold the next meeting on 08 August 2023 at 7.00pm in the small room of the village hall.

The meeting scheduled for 12 September 2023 would be cancelled.

There being no further business the meeting closed at 8.10pm
