May 2023 Minutes Annual Parish Council Meeting

MINUTES OF WILSFORD PARISH COUNCIL ANNUAL MEETING HELD ON 16 MAY 20223 IN THE SMALL ROOM OF THE VILLAGE HALL AT 6.45PM

Present:            Cllrs Davey, Sirs, Harrison, Miller, Blankley, and Corner

In Attendance:    One member of the public and Denise Gascoyne Parish Clerk

1.Election of Chair:
The Clerk asked if anyone was willing to stand as Chair. It was proposed, seconded and
Resolved: that Cllr S Davey be re-elected as Chair of Wilsford Parish Council. Cllr Davey signed the formal Declaration of Acceptance of Office as Chair. This was countersigned by the Clerk as Proper Officer of the Council.

2.Election of Vice-Chair:
The Chair asked if anyone was willing  to stand as Vice-Chair. Cllr Harrison said he would stand down this year but remain as Finance Lead. It was proposed, seconded and
Resolved: that Cllr Sirs be elected as Vice-Chair of Wilsford Parish Council. Cllr Sirs signed the formal Declaration of Acceptance of Office as Vice-Chair. This was countersigned by the Clerk as Proper Officer of the Council.

3.To receive Declarations  of Acceptance of Office and Members’ Disclosable Pecuniary and other interests.
All other Cllrs signed the formal Declaration of Acceptance of Office, and these were countersigned by the Clerk as Proper Officer of the Council.
All Cllrs signed the Members’ Disclosable Pecuniary and other interest forms. A copy would be sent to the Monitoring Officer and a copy would be added to the website.

4.Apologies for Absence: 
None.

5. To approve and accept the notes of the meeting held on 11 April 2023. It was proposed, seconded and
Resolved: that the notes of the meeting held on 11 April 2023 be accepted as a true record and the Chair to sign.

6. To review and readopt Standing Orders:
a. The Standing Orders had been circulated to all Cllrs. The Standing Orders had been amended and adopted earlier in the year. It was proposed, seconded and
Resolved: that the Standing Orders be re-adopted. A copy would be added to the website.

7. To review and readopt Financial Regulations:
a. The Financial Regulations had been circulated to all Cllrs. It was proposed, seconded and
Resolved: that the Financial Regulations be re-adopted. A copy would be added to the website.

8. To approve and adopt the following policies:
a. The following polices had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept and adopt the following policies en-bloc.
•    Code of Conduct (NKDC version)
•    Publication Scheme
•    Complaints Procedure
•    Transparency Code
A copy of all the policies would be placed on the website.

9. To appoint representatives:
a. After a brief discussion it was proposed, seconded and
Resolved: that representatives  would be appointed as follows:-
a.    Village Hall – Cllr Sirs
b.    Community Land Trust – Cllr Sirs
c.    Allotments – Helen Sirs
d.    Cemetery/Churchyard – Cllr Davey

10. To approve and accept the Asset Register.
a. The updated Asset Register to 31 March had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to approve and accept the Asset Register.

11. Finance:
a. Section 1 of the Annual Governance and Accountability Report (AGAR) 2022/2023 was read out by the Chair. It was proposed, seconded and
Resolved: that Section 1 of the Annual Governance and Accountability Report (AGAR) 2022/2023 to be filled in and signed by the Chair. This was recorded as Minute Reference 11(a).

b. Section 2 Accounting Statement of the AGAR had been circulated to all Cllrs. It was proposed, seconded and
Resolved: that Section 2 Accounting Statement of the AGAR be accepted and signed by the Chair. This was recorded as Minute Reference 11(b).

c. The Certificate of Exemption had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Certificate of Exemption and this was signed by the Chair. This was recorded as Minute Reference 11(c).

The Annual Meeting closed at 8.35pm

Open Forum:
Helen Sirs told the meeting that a committee meeting of the Allotments had recently been held. They had a couple of outstanding rents and had decided to recirculate the terms and conditions of allotment holders. All plots at present were occupied and there was no waiting list. Maintenance was needed to the track, but this would be discussed with the landowner.

                                
Cllr Miller asked if anything further had been received from LCC re their visit to the recycling plant and quarry. Cllr Miller said it was a real mess on the verges and these were SSSIs, so this should not happen again. The Clerk confirmed nothing further had been heard but would chase. It was suggested we ask Simon Pattison to attend the next meeting. 

Cllr Harrison suggested we write to the parishioner who looks after the 30mph speed sign and thank him. Also, to ask if he wished to continue.

The Parish Council meeting began at 8.40pm

12. Report from County Cllr and District Cllr.
a. Andrew Hagues had now been appointed as County Cllr and District Cllr but unfortunately was unable to attend the meeting. The footpath behind the telephone box on Main Street was overgrown and the path from Main Street to School Lane.
Sand was also still present at the junction of Town End and Main Street where there had been a fuel spill and needed removing.
The footpaths were becoming overgrown and needed cutting back. These belonged to Highways.
 It was proposed, seconded and
Resolved: to ask Cllr Hagues to contact Highways and ask them to investigate.

14. Correspondence:
a. Adoption of the Central Lincolnshire Local Plan 2023 – circulated to all Cllrs.
b. Town and Parish Newsletter April 2023 – circulated to all Cllrs.

15. Planning: None

16: Finance:
a.The Bank Reconciliations and Cashbook to 30 April 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 30 April 2023. The Chair signed the paperwork.

b. The Approval List for Staff Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for Staff Payments and authorise the Clerk to make the payments.
                                
c. The following Retrospective Payment had been made during April. This had been authorised at the March meeting.

Resolved: to accept the Approval List for BACS Payments below and authorise the Clerk to make the payments.

e. The Clerk confirmed that the VAT Repayment amounting to £587.73 had been received. FOR INFORMATION ONLY.

17. Playing Field:
a. The Clerk had received notification that someone would inspect the Wendy House. A phone number had been left on her answerphone but there may have been a digit wrong so she could not call back.

18. Report from Cllrs.
a. Cllr Miller updated the parish council. She said that one of the trees had come down on a main pathway in the playing field. She was arranging for the branches to be removed. 

This year there will be areas left as meadow as last year, where the grass will not be cut, to allow wildflowers to grow. Areas included near the beck at the bus stop but only between the two telegraph posts. 

The Beck needs clearing of dead branches to allow the forget-me-nots and water cress to survive. Brambles etc are coming through the safety matting at the children’s play areas. The contractor has been asked to do extra maintenance in these areas.
Working parties will be organised later in the year to clear weeds etc.

The holes have been dug for the trees to be planted on the playing field and in the cemetery. The oak will be planted on the playing field opposite the millennium oak to create a canopy in years to come. The Yew and the Maple will be planted as specimen trees in the cemetery.

19. Training:
a. 06.06.23 – Councillor Induction & Refresher Welbourn Village Hall 6.00pm-9.00pm


20. Date of Next Meeting:
a. The date of the next meeting was confirmed as 13 June 2023 at 7.00pm in the small room of the village hall.
