MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON TUESDAY 14 NOVEMBER 2023 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL.


Present:            Cllr Davey(Chair) Cllr Sirs(Vice-Chair)
                Cllrs Corner, Reseigh, Miller, Blankley and Harrison.


In Attendance:    County Cllr  A Hagues, District Cllr J Clarke, 2 members of the public and Denise Gascoyne Parish Clerk


Public Forum:
News and Views – two of the editors attended the meeting to give an update on the monthly newsletter. The application for funding had already been sent to the Clerk, but they were also sourcing another price for the work, and this would be forwarded when received. At the moment they had no intention of changing the format and a testimonial from a non-parishioner was circulated. Funding would be discussed at the Closed meeting on 12 December 2023.

The Mobile Library was now visiting Wilsford once a month and at present a parishioner was paying for the hire of the village hall for an hour so they could provide tea and coffee. This would be discussed under Finance as an extra agenda item.

1. Chair’s Welcome:
a. The Chair Simon Davey welcomed everyone to the meeting.

2. Apologies for Absence:
a. There were none.

3. Declarations of Interest:
a. There were none.

4. To approve and accept as a true record the notes of the meeting held on Tuesday  10 October 2023. It was proposed, seconded and
Resolved: that the notes of the meeting held on Tuesday 10 October be accepted as a true record. These were signed by the Chair.

5. Reports from County Councillor and District Councillor:
a. County Cllr Hagues said that LCC would determine on 22 November whether they would go down the Mayoral route.
He also asked if any properties had been flooded in Wilsford and said if they had and LCC were informed they would carry out investigations to alleviate flooding in the future. Cllr Sirs said there was still a blocked drain and culvert opposite 18 School Lane. Cllr Hagues agreed to report back to Highways.
Cllr Hagues agreed to request the Grit Bins are refilled as soon as possible.

b. District Cllr Clarke had nothing to report.

6. Reports from Outside Bodies:
a. Village Hall –  The Clerk read out a thank you from the Chair for their help and support with the purchase of the Gazebo.                         
Cllr Blankley told the meeting that all the tickets for the Curry Night this coming Saturday had been sold. 
A Christmas Fair would be held on 09 December from 11.00am to 3.00pm
The Wilsford website was no longer available. The Clerk was asked to give permission to the Media correspondent so she could gain access.
                                
b. CLT – No further correspondence had been received re the  Bench for Oasby Road
c. Allotments – The Clerk confirmed that the donation towards the skip had been paid over.

d. St Mary’s Church –  The Architect and Church Warden had met as there had been a real mess including scaffolding poles etc left in the Church. This had now been sorted and it was hoped the work would be finished by Christmas.

e. Cemetery – nothing to report.

f.Playing Field – The Inspection Report had been received from the Play Inspection Company. There were a few items that needed attention. The bench would be removed and replaced. The Wendy House would be fenced off until Spring. A welder would be contacted re the half pipe. The grass cutting contractor would be asked to clear the moss etc.

7.Parish Clerk Update:
a. Cllr Miller confirmed that the bench for the playing field was about ready to order. After a short discussion it was proposed, seconded and
Resolved: to pay the Pro Forma invoice when received and request delivery for March 2024.
b. The Parish Clerk was asked to write to the landowner of the hedge bordering the A153 as it is now overgrown, and visibility is very poor coming out of Wilsford.

9. Planning:
a. 23/1001 Planning application for erection of building to be used as a function room/ceremony room in conjunction with existing wedding venue. Hanbeck Farm. It was proposed, seconded and
Resolved: to make no comments on this application.

c. Planning Obligations Supplementary Planning Document adopted by Central Lincolnshire Joint Strategic Planning Committee 16.10.23 – circulated to all Cllrs.

10. Finance:
 a. The Bank Reconciliations and Cashbook to 31 October 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 31 October 2023 and authorise the Chair to sign.

b. The Approval List for a Retrospective Payment in October had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the following Retrospective Payment.

11. Reports from Councillors:
a. Cllrs discussed the date and format of ‘Councillors on show’. 
It was proposed, seconded and
Resolved:  that this would be the format for the Annual Parish meeting and would take place on 14 May 2024 from 6.30pm to 9.00pm.

b. Cllr Davey told the meeting that we were still waiting for a reply from S Eason-Harris re the updates for the Emergency Plan. A short discussion took place as to what would happen in the event of an emergency and who to contact. It was proposed, seconded and 
Resolved: the Chairman and Clerk put together a list of numbers and put in the News and Views.

c. Cllr Corner told the meeting that it has been too cold and wet to hold any Speed watch sessions. 
A discussion took place re the A153 junction at Wilsford Lane and the speed of traffic. There was a serious accident earlier this week with the Air Ambucopter attending.
The heavy lorries that are turning right out of Wilsford Lane is an accident waiting to happen. He said Section 278 should have been enforced. This is when a developer has obtained full planning permission and the layout of the proposed development requires them to modify, alter or reconstruct the highway. County Cllr A Hagues was meeting with Highways on Friday 17 November and agreed to discuss this and report back.

d. Cllr Sirs told the meeting that despite the dreadful weather the firework display was a huge success, and thanked all the sponsors, and everyone who attended on the night.

e. Cllr Harrison had asked what was going to happen when the Post Box is removed from the former Post Office. There would only be one at Town End. It was proposed, seconded and 
Resolved: the Clerk contact the Post Office and ask them for an update.

f.Cllr Miller told the meeting that it was a quiet time for biodiversity. However, all newly planted trees were doing well. In the Spring more wildflowers would be planted and there would be ‘no mow’ areas  to help them establish. Early next year a working party would be arranged as there was still lots of plastic to remove. It was hoped that an expert would let us know whether the willow was any good for basket making and an arch.

12. Training:
a. The Clerk confirmed that Cllr Sirs interest has been recorded with LALC for the Play Inspection Training – this will be in 2024. Cllr Sirs said he would attend the course but not take the exam.

13. Date of Next Meeting:
a. The date of the next meeting – the Closed Finance meeting was confirmed as 12 December 2023 at 7.00m in the small room of the village hall.
