MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON TUESDAY 11 APRIL 2023 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL

Present:            Cllr S Davey (Chair) Cllr Harrison (Vice-Chair)
                Cllrs Sirs, Blankley, Miller, Corner and Clements

In Attendance:    County Cllr A Hagues, Debbie Scott Playing Field Administrator 2 members of the public and Denise Gascoyne Parish Clerk

Prior to the meeting the Playing Field AGM was held. The meeting closed at 7.07pm

Public Forum:
It was proposed, seconded and
Resolved: that Item 6(g)  News and Views be discussed. 
One of the editors attended the meeting to discuss the monthly publication. Ideas and suggestions were discussed, and the editor agreed to attend with updates at a future meeting.

The meeting began at 7.30pm

1.Chair’s Welcome:
a. The Chair Cllr Davey welcomed everyone to the April meeting.

2.Apologies for Absence: There were none.

3.Declations of Interest: There were none. 

4.To approve and accept as a true record the  notes of the meeting held on 14 March 2023. It was proposed, seconded and
Resolved: to accept as a true record the notes of the meeting held on 14 March 2023, and these were signed by the Chair.

5. Reports from County Cllr and District Cllr
a. County Cllr Hagues told the meeting that he remains as our  County Cllr and had also been elected  as District Cllr for the new ward of Cranwell, Leasingham and Wilsford. 
Cllrs discussed the problems of speeding. County Cllr Hagues was asked to request a 20mph speed limit for School Lane and Main Street.

6.Reports from Outside Bodies:
a. Village Hall – A Ceilidh would be held on 22 April and a Breakfast on 23 April. Cllr Sirs confirmed an EPC was not necessary for the village hall.

b. CLT – Swift boxes were being funded and would be placed on the back of the village hall

c. Allotments – Nothing to report this month.

d. St Mary’s Church – The Chair explained ‘A Time to Change Together’ He said that there were 622 churches in Lincolnshire. In our Parish Ancaster would become a ‘Hub’ Wilsford would become a ‘Community Church’ and the other churches in our parish would become ‘Festival’ Churches meaning they would only have to hold services 6 times a year and these could include weddings, christenings, and funerals. The Rev’d Georgie Machell would be covering 31 parishes, along with lay ministers.

e. Cemetery – Nothing to report.
f. Playing Field – Nothing to report.
g. News and Views – This had been discussed in the ‘Open Forum.’

7.Parish Clerk Update:
a. The clerk reported she had received a letter of complaint re the footpath and verges on the A153. Although this had been reported it was unlikely anything would happen until the works with the Anglian Water pipeline and current building on Wilsford Lane.

b. The Clerk had not yet requested a quote for the Wendy House. This would be done before the next meeting.

c. There would be no election in Wilsford as there were only 6 candidates for 7 seats. We will be able to co-opt after the election, so if anyone is interested please contact the Clerk for further information.

8.Correspondence:
a. LALC e-news – circulated to all Cllrs.

9.Planning:
a. 23/0266 Confirmation prior approval not required for erection of grain store at Waterloo Farm. FOR INFORMATION ONLY.

10.Finance:
a. The Bank Reconciliations and Cashbook to 31 March 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 31 March 2023 and these were signed by the Chair.

b. The Approval List for Staff Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for Staff Payments amounting to £498.54 and the Clerk was authorised to make the payments.

c. The Approval List for BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for BACS Payments and authorise the clerk to make the following payments.

St Mary’s Church Council    Donation for roof    £1000.00
St Mary’s Church Council    Donation Cemetery Grass    £650.00
James Bell    Maintaining Website    £35.00

d. The Clerk confirmed the VAT Claim had been submitted for 01 April 2022 to 31 March 2023.

11. Reports from Cllrs:
a. Cllr Sirs and Davey had attended ‘Operation Mighty Oak’ which had taken place on 28 March. This was a countrywide operation to test Emergency Services and Emergency Plans. The  object was a country wide electrical outage, to see how the country would cope in such an emergency.
b. Cllrs had cut back the foliage around the path near the bus shelter. In the next few weeks further maintenance around the village would take place by Cllrs.
c. Cllr Miller said the bench would now have the 3 plaques on it, the Queens Golden Jubilee, Queens Death, and Kings Coronation. Cllr Miller and would report back to a future meeting.

d. The Parish Council had received a request from a parishioner to plant 3 trees. Cllr Miller had investigated and suggested two in the cemetery and one in the playing field. She said they should be planted in the next few weeks. It was proposed, seconded and
Resolved: that the Red Maple and Yew would be planted in the Cemetery and the Oak opposite the Oak already in the playing field. 

12.Training:
a. None this month.

13.Date of Next Meeting:
a. The date of the Annual Parish Meeting was confirmed as 16 May 2023 at 6.30pm. This will be followed immediately by the Annual Meeting and ordinary Parish Council Meeting.

There being no further business the meeting closed at 8.30pm
