December 2021 Minutes

MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON 7TH DECEMBER 2021 AT 7.00PM IN THE VILLAGE HALL – THIS WAS A CLOSED FINANCE MEETING
Present:   Cllr S Davey (Chairman), Cllrs M Harrison, R Sirs, K Corner, Ms M Miller and Mrs V Blankley

1.    Chairman’s Welcoming Remarks:
a.    The Chairman welcomed everyone to the closed finance meeting.


2.    Apologies for Absence:  
a.    Received from Cllr J Clements and Denise Gascoyne, Parish Clerk.


3.    Declarations of Interest:  
a.    There were none. The Chairman had signed a four-year dispensation form on 10 November 2019.    


4.    To approve as a correct record the minutes of the Parish Council Meeting held on 09 November 2021.  These had been delivered to the Chairman.
It was proposed, seconded and
Resolved:  by a show of hands that the minutes of the meeting held on 09 November 2021 be accepted as a true record. These were signed by the Chairman.

5.    Finance:
a. The Cashbook and reconciled bank accounts to 30 November 2021 had been circulated to all Cllrs. 
It was proposed, seconded and
Resolved: by a show of hands to accept the cashbook and bank reconciliations to 30 November 2021.
b. The draft budget and requests for donations for 2022-2023 had been circulated to all Cllrs prior to the meeting and this was discussed in full including the below:

Church - Roof repairs fund    £1,000
Church – Maintenance of the cemetery    £550
Village Hall - Fireworks    £300
Village Hall – Christmas Tree    £50

Cllr Sirs also presented a request from the Village Hall Committee for support towards the H&S Pack for the refurbishment (£540) which is needed prior to the commencement of work.
It was proposed, seconded and
Resolved: to agree to all the requests for donations and these would be paid on receipt of the Precept in April 2022.
Cllr Miller confirmed that there will be money to come back in from the Biodiversity work.
Cllrs discussed the Precept requirement for the financial year 2022-2023 and agreed not to increase the Precept at this time.

Resolved: by a show of hands to request the same amount of Precept as last year.
AOB:
A tree for planting in the village has been offered to the Parish Council.  Cllr Corner agreed to feed back that contact should be made with the Parish Clerk to look at taking this forward.  Advice on location would be sought from Helen to link in with the Biodiversity project.  
It was agreed that proposals for the Queens Celebrations 2022 would be added to the agenda for the February meeting.
6.    Date and time of Next Meeting:
a.    The date of the next meeting was scheduled for 11 January 2022 – venue to be confirmed dependent on the Village Hall refurbishment.
There being no further business the meeting closed at 8.05 pm.
