MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON 14 SEPTEMBER 2021 AT 7.00PM IN THE VILLAGE HALL

Public Forum:
Cllr Mrs Clements reported she had been asked if an area in Main Street should be strimmed by the Parish Council. This was not on the list of scheduled work for the contractor. Cllrs Clements agreed to discuss this with the landowner.
Cllr Mrs Clements reported it was chaos in the village this morning with the new re-cycling. It was agreed this was probably a one off as people were being educated with the new bins.
A parishioner had emailed the parish council pointing out areas in the village which needed tidying up. It was agreed this was probably the landowner’s responsibility, and we would put this in the News and Views asking people to cut back any foliage from public footpaths. Also, to request the road sweeper come through the village.
Cllr Sirs had reported that the dog bin at the vehicle gate to the playing field entrance had not been emptied again (DB/04) This had been reported to NKDC.
The meeting began at 7.16pm
1.Chairman’s Welcoming Remarks: The Vice-Chairman welcomed everyone to the meeting.
2.Apologies for Absence:
The Clerk confirmed that apologies for absence had been received from Cllr S Davey and Cllr K Corner. It was proposed, seconded and

3.Declarations of Interest: There were none.
4.To approve and accept as a true record the notes of the meeting held on 13 July 2021. It was proposed, seconded and

5.Reports from County Councillor and District Councillor:
a. The complaint re overhanging trees from Town End to Ancaster had been discussed in the Open Forum

b. County Cllr A Hagues was unable to attend the meeting. However, he had sent a report which included notification that recycling centre were now open for most vehicles without appointment.
From 01 October any food business selling prepacked foods for direct sale will have to include full ingredients on the product label. Lincolnshire Archived will be re-opening to the public once a month on a Saturday and Nightwork has started on the A15/A17 Holdingham Roundabout.
c. District Cllr R Jackson was unable to attend the meeting. However, he had sent a report which included notification that there was a shortage of refuse drivers and collectors. They need to recruit 5 refuse drivers and 13 refuse collectors immediately. The expansion of recycling provision with the new Purple bins, will take full effect in the coming weeks. Green lidded bin – four weekly. Purple lidded bin – four weekly.
6.Reports from Outside Bodies:
a. Village Hall – Cllr Sirs told the meeting it was unlikely that the work would start before January 2022, when the hall could be closed for up to 4 months. The money for the floor budgeted for last year will remain earmarked in the accounts.
b. CLT – There was nothing to report since the last meeting. However, the AGM was due to take place.
c. Allotments – There was nothing to report.
d. St Mary’s Church – Covid restrictions have now relaxed, and the church is now open to the public daily from 10.00am-4.00pm. However, the Church does have to be closed for 48 hours preceding a service. Wilsford hope to have one service a month plus weddings, funerals, and baptism.
e. Cemetery – Cllr Harrison had spoken to the local farmer who helped with clearing work in the cemetery and suggested either October 23rd or October 30th for a work party. The date would be finalised at the next meeting.
f. Playing Field – The Tree Inspection Report had been received from the Arboricultural Technician at NKDC. Councillors discussed this and no immediate action was required. It was proposed, seconded and
Resolved: to contact an arboriculturist.
The Clerk confirmed the Public Liability Insurance for the year had been paid by the Playing Field Administrator.
7. Parish Clerk Update:
a. Cllr Davey had contacted a parishioner in Kelby who had had a fingerpost replaced. She suggested we got in touch with LCC Highways who are keen to preserve them as heritage street furniture. It was proposed, seconded and

b. Cllrs were reminded of the LALC AGM which takes place on 06 October at the Bentley Hotel from 9.00am to 4.30pm. Unfortunately, no Cllrs present were able to attend.
c. The old Minute Books had been collected by Cllr Harrison and some made fascinating reading. The Clerk had emailed a few extracts. Cllr Davey had suggested a small corner of the hall could be used as a permanent exhibit of Wilsford in History. This was left in abeyance until the hall had been refurbished. However, Cllr Miller suggested that some could be scanned in, or an excerpt put in the News & Views now and then.

e. Tree planting for Parish Councils – circulated to all Cllrs. It was believed that we would be encouraged to plant a tree for the Queen’s Platinum Jubilee, but we would leave this under nearer the time.

g. Strategic Pipeline update – circulated to all Cllrs.
h. Invitation to Sleaford Transport Strategy Workshop – circulated to all Cllrs.
i. NALC Local Council Review – forwarded to Cllr Mrs Clements
j. Preparation for Remembrance 2021 – circulated to all Cllrs. The Clerk was asked to contact Cllr Davey.
k. LALC Annual Report 2021 – circulated to all Cllrs.
9.Planning:
a. 21/1061 Outline planning application for erection of 2 dwellings land adj.40 Town End. Councillors were concerned with access and egress from the site would cause major problems on the A153, not just when the construction was taking place but when the properties was built.

f. The Clerk confirmed a letter had been sent to NS&I requesting closure of the account on 27 July 2021. The Clerk had filled in as much of the form as possible. These would be passed to Cllr Davey for signature.
g. The Clerk confirmed that the first draft budget would be circulated prior to the next meeting.
h. The Audit has now been signed off and Conclusion of Audit and certificate have been put on the website. A copy will be placed on the notice boards.
11.Reports from Councillors:
a. Although Cllr Corner had sent his apologies. He and other volunteers had completed the CSW Training. He had also had two meeting with the Lincolnshire CSW representative to discuss the proposed sites and has installed 2 additional 30mph signs on School Lane. The high-viz jackets had still not been received, but these were expected within the next 7 days.
b. Cllrs Ms Miller gave an update and reported that the Plastic Party in the Park had been a great success. Around 16 parishioner including 4 youngsters helped remove the plastic from the trees and clearing overhanging branches and brambles were cleared from footpaths. 4 builders sacks of plastic and rubbish was collected. It was hoped another morning probably sometime in November would be organised to complete this project.

The play area was discussed, and litter had been found in the area. After a short discussion it was proposed, seconded and
Resolved: to purchase a new red litter bin.
c. Cllr Ms Miller reported that our entry for the Lincolnshire Environmental Award had been submitted. Finalists would be asked to make a presentation to the judges on 25 September at Whisby Nature Park Lincoln. Cllr Ms Miller was unavailable; however, Cllr Corner and James Bell would be asked to attend if they were fortunate to go through to the next stage.
d. Cllr Corner had sent his apologies but had reported that litter picking had taken place from the Post Office to the farm entrance on the hill towards Ancaster. The bus shelter had also been spring cleaned. He also reported that the footpaths are in a poor state of repair and also in need of spring cleaning/sweeping.

Cllr Corner had also mentioned the footpath outside the new bungalow on Main Street. This had already been reported to Cllr Hagues, and we were awaiting a reply.

a. The Clerk confirmed she would be attending the Precept Calculator Training at 10.30am on 07.10.21 via Microsoft Teams.
14. Date of Next Meeting:
a. The date of the next meeting was scheduled for 12 October 2021 at 7.00pm in the village hall.
There being no further business the meeting closed at 8.40pm.
