MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON 08 JUNE 2021 AT 7.00PM IN THE VILLAGE HALL.
Present: Cllr S Davey (Chairman)Cllr M Harrison (Vice-Chairman), Cllrs R Sirs, K Corner and Ms M Miller

Public Forum:
A complaint had been received about the grass cutting in the village. Due to the weather the grass is growing at an alarming rate. Cllrs expressed confusion as to which areas had been agreed to leave as ‘No Mow May’ Cllr Ms Miller reminded Cllrs of the discussion at the last parish council meeting. This would be discussed again in Item 11(c).
A complaint about HGV’s travelling down Heath Lane to Kelby was noted by the Parish Council. Cllr Sirs said this had been discussed at the last meeting and appeared to be a one off. He said this was no longer happening.
The meeting began at 7.10pm
1.Chairman’s Welcoming Remarks:
The Chairman welcomed everyone to this first face-to-face meeting since March 2020.
2.Apologies for Absence:
The Clerk confirmed that apologies with valid reasons had been received from Cllrs Mrs J Clements.

3.Declarations of Interest:
There were none.
4.To approve and accept as a true record:
a. Annual meeting 04 May – It was proposed, seconded and
Resolved: to accept the notes of the Annual Meeting held on 04 May 2021 as a true record. The Chairman signed the minutes.
b. Parish Council Meeting 04 May – It was proposed, seconded and
Resolved: to accept the notes of the Parish Council Meeting held on 04 May 2021 as a true record. The Chairman signed the minutes.
5.Report from County Councillor and District Councillor:
a. A complaint had been received from a parishioner re parking on Main Street. County Cllr Hagues told the meeting that there was nothing that could be done. There was a shortage of ‘not suitable for HGVs’ signs and he didn’t believe ‘a no U-turn’ sign would be allowed, as this was not enforceable unless seen by the police. There are no areas on Main Street which could allow for laybys.
b. County Cllr A Hagues had complained to Highways after Main Street had been shut for two days for re-surfacing which had been cancelled at the very last minute. The blue bollards had been put out today (08 June) and still the work had not been done.
c. District Cllr R Jackson gave a general update including there will be a planning application for a Solar Farm of 320 acres in the Newton/Pickworth/Walcott area. This is in both North Kesteven and South Kesteven areas.
6.Reports from Outside Bodies:
a. Village Hall – Cllr Roger Sirs reported that the village hall is now open for hirers. The lottery bid is now in, and it is a matter of waiting to see if has been successful.
b. CLT – The order for the bench had been raised and details circulated to all Cllrs. It was proposed, seconded and
Resolved: to order the bench and send the order to the installer.
c. Allotments – Richard Frankland reported that all plots are taken. In the last few weeks 8 replacement water tanks had been received. A committee meeting will be held later in the month on site.
d. St Mary’s Church – nothing to report.
e. Cemetery – nothing to report.
f. Playing Field – Cllr Harrison reported that the back supports had been received. Unfortunately, there were no bolts so these would be purchased.
Cllr Sirs reported that all the necessary work had been done on the play equipment. Cllr Ms M Miller reported that there was an area of matting lifting, which could be a trip hazard. Cllr Sirs would check and report back.
7.Parish Clerk Update:
a. The Clerk confirmed that the Consultation for adopting Wilsford Phone Box had been put on hold. It was only an initial enquiry not a fait accompli.
b. The Clerk confirmed we may now co-opt a Parish Councillor on to the Parish Council.
c. The new dog bins were now being emptied by NKDC. The new poo bag dispensers had been collected by Cllr K Corner. These had been installed, one on the playing field and the other at Town End.

8.Correspondence:
a. Lincolnshire Environmental Awards – circulated to all Cllrs.
b. LALC e-news – circulated to all Cllrs.
c. Temporary Traffic Restriction B6403 High Dyke North of Heath Lane 21.06.21 to 11.07.21 (as and when necessary during this period). FOR INFORMATION ONLY.
d. Community Lincs Update – circulated to all Cllrs.
e. Grass Cutting Leaflet Environment Agency – circulated to all Cllrs.
f. LCR Official magazine of NALC – forwarded to Cllr Harrison.
9.Planning:
a. 21/0388 Planning permission for rear extension to form garden room 13 Town End. FOR INFORMATION ONLY.
b. 21/0418 Planning permission for formation of Solid Recovered Fuel (SRF) bale storage areas New Earth Solutions (West) Ltd. FOR INFORMATION ONLY.
c. 21/0636 Confirmation a TPO is not required to fell conifer and apple Chapel House. FOR INFORMATION ONLY.
10.Finance:
a. The Clerk confirmed that CLT had paid £600 in the bank towards the cost of a new bench for the playing field.

11.Reports from Councillors:
a. Community Speed Watch – Cllr K Corner reported that he needed 3 volunteers per session and would be looking at areas where the Speed Watch could take place. Town End and School Lane. Training would be done via Zoom. After a short discussion it was proposed, seconded and
Resolved: to allow Cllr Corner to investigate the purchase of the equipment and the Clerk to order.
b. Duke of Edinburgh Scheme – Cllr Corner reported that a young man in the village was in the process of completing his Duke of Edinburgh Award. He wished to help in the village by litter-picking etc. An email from NKDC reported they had limited supplies of litter picking kits. It was proposed, seconded and
Resolved: to ask if we could borrow one for a three-month period.
c. Conservation Project – A discussion took place, and it was clarified that at the last meeting, areas of verge and the playing field would be allowed to remain uncut for ‘No mow May’ These would be left until the end of August and then cut in September. These would then be cleared properly ready for next year. Cllr Ms Miller asked if the parish council was on board with a long-term project. The Chairman said that the village needs to be better informed of our plans so they can buy into the project. The project would be mentioned on Facebook and in the newsletter.

Resolved: the Parish Council were on board for a long-term project, and a zoom meeting with Environment and Community Projects Officer and Conservation Officer would take place on Tuesday 15 June at 7.30pm The Clerk to send out invites.
d. Fingerposts – Cllr Davey agreed to investigate the purchase of a new fingerpost.
12.Training:
The following training was on offer to Councillors.
a.New Councillor Training Session 6.00pm-9.00pm 15 June
b. Understanding the Planning System 6.00pm-9.00pm 22 June.
13.Date of Next Meeting:
a. The date of the next meeting was scheduled for 13 July 2021 at 7.00pm in the village hall.
There being no further business the meeting closed at 8.25pm.
