May 2021 Minutes Annual Parish Council Meeting
MINUTES OF THE ANNUAL MEETING OF WILSFORD PARISH COUNCIL HELD VIA VIDEO LINK (ZOOM) ON TUESDAY 04 MAY 2021 AT 7.30PM
Present: Cllrs S Davey, M Harrison, Mrs J Clements, R Sirs,
Ms M Miller and K Corner.
In attendance: County Cllr A Hagues and Denise Gascoyne Parish Clerk
1.Election of Chairman:
The Parish Clerk asked if anyone was willing to stand as Chairman. It was proposed, seconded and
Resolved: by a show of hands that Cllr S Davey be re-elected as Chairman of Wilsford Parish Council. Cllr Davey signed the formal Declaration of Acceptance of Office as Chairman. This would be returned to the Clerk and countersigned as Proper Officer of the Council. One copy would be sent to the Monitoring Officer and a copy put on the website.
2.Election of Vice-Chairman:
The Chairman asked if anyone was willing to stand as Vice-Chairman. It was proposed, seconded and
Resolved: by a show of hands that Cllr M Harrison be re-elected as Vice-Chairman of Wilsford Parish Council. Cllr M Harrison signed the formal Declaration of Acceptance of Office as Vice-Chairman. This would be returned to the Clerk and countersigned as Proper Office of the Council. One copy would be sent to the Monitoring Officer and a copy put on the website.
3.Election of Finance Officer:
It was proposed, seconded and
Resolved: by a show of hands that Cllr M Harrison be re-elected as Finance Officer.
4.To receive Declaration of Acceptance of Office and Members’ Disclosable Pecuniary and Other Interests:
All other Cllrs signed the Declaration of Acceptance of Office and all Cllrs updated Members’ Disclosable Pecuniary and other interests. These would be returned to the Clerk as Proper Officer of the Council. One copy would be sent to the Monitoring Officer and a copy put on the website.
5.Apologies for Absence:
There were none.
6.To declare eligibility and adoption of The General Power of Competence.:
It was confirmed that Wilsford Parish Council met the criteria for the General Power of Competence (circulated to all Cllrs). It was proposed, seconded and
Resolved: by a show of hands that Wilsford Parish Council declare its eligibility and adopted The General Power of Competence. This will be reviewed at the next Annual Meeting.
7.To review and accept Calendar of Meetings:
The Calendar of Meetings had been circulated to all Cllrs. It was proposed, seconded and
Resolved: by a show of hands to accept the Calendar of Meetings and place a copy on the website.
8.To review and accept The Fixed Asset Register.
The Fixed Asset Register to 31 March 2021 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: by a show of hands to accept The Fixed Asset Register.
9.To review and accept The Insurance Policy:
The Insurance Policy had been received. It was proposed, seconded and
Resolved: by a show of hands to accept the Insurance Policy and pay the premium at the Parish Council meeting following the Annual Meeting.
10.To appoint representatives on the following:-
It was proposed, seconded and
Resolved: that the following Cllrs be appointed as representatives on the following village organisations:
• Village Hall : Cllr R Sirs
• CLT : Cllr R Sirs
• Allotments : Cllr Ms M Miller
• St Mary’s Church : Cllr S Davey
• Cemetery : Cllr S Davey
• Playing Field : Cllr M Harrison
11.Finance:
a.Section 1 of the Annual Governance and Accountability Return (AGAR) 2020/2021 was read out by the Chairman. It was proposed, seconded and
Resolved: by a show of hands that Section 1 of the Annual Governance and Accountability Return (AGAR) 2020/2021 be filled in and signed by the Chairman. This was recorded as minute reference 11(a).
b. Section 2 Accounting Statement 2020/2021 of the AGAR had been circulated to all Cllrs. It was proposed, seconded and
Resolved: by a show of hands that Section 2 Accounting Statements 2020/2021 of the AGAR be signed by the Chairman. This was recorded as minute reference 11{b).
c. The Statement of Accounts to 31 March 2021 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: by a show of hands that The Statement of Accounts to 31 March 2021 be signed by the Chairman.
There being no further business the meeting closed at 19.13pm
