MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON 06 AUGUST 2024 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL.

Present:            Cllr Davey(Chair) Cllr Sirs (Vice Chair)
                Cllrs Harrison, Blankley, Corner, Reseigh and Miller

In Attendance:                  One member of the public and Denise Gascoyne Parish 
                Clerk.

Public Forum: The member of the public came to the meeting specifically to thank the Parish Council for all their help with the meeting with SLR Consultancy over the drainage problems at Town End. She said I am sure a lot of work has been done in the background and am very grateful. A report was not expected until the end of August.

Cllr Harrison told the meeting he had noticed a  lot of Fly Tipping at the top of Wilsford Hill where Anglian Water entrance was. The clerk to report this to NKDC.

The meeting began at 7.10pm

1.Chair’s Welcome. The Chair welcomed everyone to the meeting.

2.Apologies for Absence. None

3.Declaration of Interest. None

4.To approve and accept as a true record the notes of the Parish Council Meeting held on 09 July 2024. Cllr Blankley asked if a duplicate payment had been listed on the notes to 09 July – Domain Licence at £31.18.  The clerk agreed. This was scored through and signed by the Chair.  It was proposed, seconded and
Resolved: that the amended  notes of the Parish Council Meeting held on 09 July 2024 be accepted as a true record. These were signed by the Chair.

5. Reports from County/District Cllr Hagues.
a. County/District Cllr Hagues had sent his apologies, therefore no report.

6.Reports from Outside Bodies.
a. Allotments – nothing had been heard. the track would be shut for one day while Anglian Water carried out remedial works. The clerk was asked to write to the Secretary for an update.

b. Biodiversity – Cllr Miller had taken part in the recent Butterfly count. She said numbers were very low, in line with the rest of the country.  She said the Lady’s Bedstraw was still flowering and had not seeded yet. Other wildflowers had seeded, and the long meadow area and kidney shape are can now be cut.  Just leave the area behind the goal post where the Lady’s Bedstraw is.
                                
c. Cemetery – nothing to report.

d. CLT – The Clerk told the meeting the bench would be ordered this week; she had forwarded an order to the CLT.

e. Playing Field -  Cllr Sirs and Corner had inspected the playing field to see what required attention. The Wendy House was in a bad state of disrepair. Unfortunately, the coach bolts had corroded badly so could not be removed.  There were two suggestions, take the top off or remove completely. Cllr Sirs and Corner would visit the site again and make a decision.
The bench at the top of the field was very loose, and the gate at the end of Blackberry Way needed repairing. Cllr Sirs and Corner would arrange for repairs.
An order had been sent for repair of the skate ramp back in November 2023. Now the ground has dried up the contractor would be reminded that the work could now be done.

f. St Mary’s Church – The Chair told the meeting that the Church Clock needed regilding. The Open Gardens event had donated £350 towards this project. The Clerk reminded the Parish Council that as this was a village amenity, a donation could be requested from the Church from the Precept. 

g. Village Hall – a meeting would be held tomorrow 07 August. However, preparation work has started on the kitchen. The main work will take place from the 19th  August.

7.Parish Clerk Update.
a. It was confirmed the Chair had emailed a letter of thanks to Quickline and Opal for their recent work in Wilsford.

b. The hedge Main Street/Back Lane had still not been cut back. Both sides of the village had been reported on Fix-my-street and the latest report was ‘investigating’

c. NKDC reminded the Parish Council that it was three years since a Tree Inventory Report had taken place – 12.08.21. It was proposed, seconded and
Resolved: to have an updated Inspection.

d. The CSW Flashing sign had been reported on Fix-my-street and the work would be carried out.

8.Correspondence.
a. LALC e-news. Circulated to all Cllrs.
b. Invitation to attend event to prepare a design code for Central Lincolnshire. Circulated to all Cllrs.
c. NKDC Chair A Hagues Coffee Morning 06.08.24 11am-1.00pm. Circulated to all Cllrs.
d. Invitation to NKDC Chair Service of Dedication 22.09.24 – circulated to all Cllrs. Cll
e. Safety of Lithium-ion batteries – safety bill updated. Circulated to all  Cllrs. Cllrs requested this be put in the newsletter to remind people not to dispose of batteries in the black bin.
f. NKDC Newsletter. Circulated to all Cllrs.
g. Notification of temporary traffic restriction 19.08.24 to 20.09.24 B6403 High Dyke (between A153 and a point 200m south of Heath Lane). 
h. Safer together team newsletter – circulated to all Cllrs.
i. LCC Town and Parishes Newsletter July 2024 – circulated to all Cllrs.
j. Letter from Chief Executive NKDC – circulated to all Cllrs.
k. Lincolnshire Minerals and Waste Local Plan Consultation 30.08-24-24.09.24 – circulated to all Cllrs.
l. LALC Training Bulletin – circulated to all Cllrs.

m. Report of overhanging branches Bus Shelter and Main Street to School Lane – A report had been received from a parishioner regarding overhanging branches. It was proposed, seconded and
Resolved: to write back and say this was the landowner’s responsibility.

9.Planning.
a. 24/0758 Confirmation TPO not required to fell Willow Tree 38 Main Street. For information only.
b. 24/0773 Confirmation TPO not required to fell Willow Tree 43 Main Street. For information only.

c. 24/0923 Planning application to remove conifers at rear of 18 Main Street. It was proposed, seconded and
Resolved: to make no comments on this application. 

10.Finance.
a. Bank Reconciliations and Cashbook to 31 July 2024 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 31 July 2024. These were signed by the Chair.

b. The Approval List for BACS payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Approval List for BACS payments and authorise the Clerk to make the following payments.

c. Notification had been received from PKF Littlejohn that the AGAR had been logged and returned the ‘Certificate of Exemption.’

11. Reports from Cllrs.
a. Cllr Davey reported that the Open Gardens weekend was a huge success and thanked the organisers for their hard work. He said the event raised over £800 and they had donated £350 towards the gilding of the Church clock  and £150 to the village hall. The remainder of the money would be used for the Sunflower and Scarecrow event 07 September.

a. None this month.

a. The date of the next meeting was confirmed as 08 October 2024.
