MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON 11 MARCH 2025 IN THE SMALL ROOM OF THE VILLAGE HALL.
Present: Cllr Sirs (Chair)
Cllrs Harrison, Blankley, Brickles, and Reseigh.
In Attendance: County Cllr/District Cllr Hagues and Denise Gascoyne Parish Clerk
Public Forum: One member of the public attended and outlined why she would like the parish council to donate the hire of the hall on library days. She said the dynamic of the village has changed and felt this was a worthwhile and social occasion. This was on the agenda Item 11(g) and a decision would be made.
The meeting began at 7.05pm
1.Chair’s Welcome.
The Chair Cllr Sirs welcomed everyone to the meeting.
2.Apologies for Absence.
a. Apologies for absence with valid reasons had been received from Cllrs Corner and Miller. It was proposed, seconded and
Resolved to accept apologies for absence with valid reasons from Cllrs Corner and Miller.
3.Declarations of Interest.
There were none.
4.To approve as a true record the notes of the meeting held on 11 February 2025. It was proposed, seconded and
Resolved to accept the notes of the meeting held on 11 February 2025 as a true record. These were signed by the Chair.
5.Reports from County/District Cllr Hagues.
a. Cllr Hagues March newsletter had been circulated to all Cllrs.
Cllr Hagues had chased Highways after the walkabout, the reply ‘investigating’
Cllr Sirs reminded him to ask about Defibrillators being fixed to lampposts. The one at the former Post Office needs to be removed to the Town End part of the village.
Cllrs Hagues said the county council and mayoral elections were still being held on 01 May.
6.Chair Update.
a. A joint letter had been sent from Ancaster and Wilsford Parish Council to New Earth
Solutions (West) Limited and copied to a number of agencies. No reply had been
received, however it was noted that litter picking was taking place around the site. County
Cllr Martin for Ancaster had said that a road sweeper would be deployed around the site.
The highway itself was unenforceable as not on the planning permission.
b. Flooding in Lincolnshire – reports were still on going.
c. The Pads for the Defibrillators had been ordered and received.
d. The grass cutting contractor had confirmed the first cut would take place in March.
7.Reports from Outside Bodies.
a. Allotments – nothing to report, however some of the plots were a real mess. The hedge had been cut.
b. Biodiversity – nothing to report.
c. Cemetery – nothing to report.
d. CLT – An energy meeting will take place on 20 March. It was hoped parishioners would attend.
e. Playing Field – nothing to report. The half-pipe had still not been repaired.
f. St Mary’s Church – nothing to report.
g. Village Hall – the outside sensor lights had been completed and would be checked for effectiveness. They were in the process of purchasing a bench and a cooker. The bingo was going well and the last breakfast until autumn would take place on 23 March 2025
The notice board was due to be delivered. As the money was from this financial year, it was proposed, seconded and
Resolved: that payment can be made and a Retrospective Approval List signed at the meeting in April.

10.Planning.

11.Finance.
a. The Bank Reconciliations and Cashbook to 28 February 2025 had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the Bank Reconciliations and Cashbook to 28 February 2025. These were signed by the Chair.
b. A Retrospective Approval List had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Retrospective Approval List as below.

e. Interest rates are reducing on all Lloyds Bank accounts and a monthly maintenance fee has been added to the current account.
f. In the Public Forum a parishioner had requested we donate the hire of the hall for when the Library van visits. After a short discussion, it was proposed, seconded and
Resolved: that we would fund the visit for the next six months and then review the situation.
12.Reports from Cllrs.
a. Cllr Blankley reported that the grit bin had been filled following her request on ‘Fix My Street’
b. Cllr Brickles said that the footpath in the areas of 45 and 77 Main Street had been repaired but it was breaking up again. Cllr Sirs suggested he report it on ‘Fix My Street’ again.
13. Policies and Procedures.
a. The Co-Option Application Form had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the Co-Option Application Form and a copy would be put on the website.
14.Training.
a. None this month.
15.Date of Next Meeting.
a. The date of the next meeting was confirmed as 08 April 2025 at 7.00pm in the small room of the village hall.
There being no further business the meeting closed at 8.10pm
