MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON TUESDAY 09 JANUARY 2024 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL.

Present:            Cllr Davey(Chair) Cllr Sirs(Vice-Chair)
                Cllrs Harrison and Corner

In Attendance:    County/District Cllr Hagues, 9 parishioners and Denise Gascoyne Parish Clerk

Public Forum:
All 9 parishioners were in attendance due to Storm Henk. They had all been flooded in their gardens and two throughout the properties. 
In the November minutes the Clerk had said no flooding had occurred in Wilsford during storm Babet, this however was not the case, but the parish council were unaware of this.
The parishioners had already contacted the LRF and NKDC and investigated other bodies. A LCC Section 19 investigation has been started.
They asked the Parish Council if they would support them, this the parish council agreed. It was agreed that councillors and residents would meet tomorrow morning 10 January as a starting point and see what needs to be done. Another meeting would then be arranged to include the local farmers and County Cllr Hagues.
The Chair thanked everyone for attending and it was hoped progress would soon be made.

The meeting began at 7.45pm

1.Chair’s Welcome:
a. The Chair welcomed everyone to the meeting and wished them a Happy New Year.

2.Apologies for Absence:
a. Apologies for absence with valid reasons had been received from Cllrs Blankley Miller  and  Reseigh. It was proposed, seconded and
Resolved: that apologies for absence with valid reasons be accepted from Cllr Blankley, Miller Reseigh.

3. Declarations of Interest:
a. There were none.

4. To approve as a true record the notes of the Closed Meeting held on 12 December 2023. It was proposed, seconded and
Resolved:  that the notes of the Closed Meeting held on 12 December 2023 be accepted as a true record. These were signed by the Vice-Chair.

5. Report from County Councillor/District Councillor:
a. Cllr Hagues had nothing to report. However,  Cllrs asked him to investigate the water running near the bench on School Lane. Also, to request the road sweeper to visit the village.

6. Reports from Outside Bodies:
a. Village Hall – A couple of events would be taking place in the near future and these would be advertised in the News & Views and on the Website.
b. CLT  - The meeting due to take place on 08 January had been cancelled.
c. Allotments – Nothing to report.
d. St Mary’s Church – The Chair confirmed that all work to the roof had now been completed. 
e. Cemetery – Nothing to report.
f. Playing Field - The playing field administrator reported she had received the £27.89 Wayleave payment from National Grid and had paid out the £62 insurance in September. The balance in the bank account was £102.43.

7. Parish Clerk Update:
a. As three Cllrs had sent their apologies, the Annual meeting would be discussed at the next meeting. In the meantime, the Clerk would contact groups and ask if they would be interested in taking part.

b. A letter had been sent to Royal Mail re the removal of the Post Box from the former Post Office. This left only one and this was a small one at Town End. The reply said that 98% of all households should be within half a mile of the Post Box. It was proposed, seconded and
Resolved: to request the box is moved to the centre of the village and a larger one. 

8. Correspondence:
a. LALC e-news – circulated to all Cllrs.
b. Town & Parish Newsletter – circulated to all Cllrs.
c. Parish Council Engagement Session Recording – circulated to all Cllrs.
d. Welby Solar Farm Consultation 24.01.24

9. Planning:
a. 23/1391 Planning application to fell Bramley Apple and Peach, Greystones 38 Main Street. NKDC confirmed a TPO not required.

10. Finance:
a. The Bank Reconciliations and Cashbook to 31 December 2023 had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the Bank Reconciliations and Cashbook to 31 December 2023, and authorise the Chair to sign.

b. The Approval List for BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved: to accept the following BACS Payments and authorise the Clerk to make the payments.

c. The final draft for the Precept had been circulated to all Cllrs. After a couple of minor amendments, it was proposed, seconded and
Resolved:  that the Precept should not be increased and remain at £18000.00
 
11. Reports from Cllrs.
a. There was no update on the Emergency Plan.

b. Cllr Sirs confirmed that the litter bin outside the former Post Office could not be repaired. It was proposed, seconded and
Resolved: to purchase a new litter bin.

12. Training:
a. The Clerk confirmed that Cllr Sirs would be attending the Play Area Inspection Course (without exam) 13.03.24.

13. Date of Next meeting:
a. The date of the next meeting was confirmed as 13 February 2024 at 7.00pm in the small room of the village hall.
