MINUTES OF WILSFORD PARISH COUNCIL CLOSED MEETEING HELD ON TUESDAY 16 DECEMBER AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL.

1.Chair’s Welcome

The Chair Cllr Sirs welcomed everyone to the meeting.

 

2.Apologies for Absence

None

 

3.Declarations of Interest.

None

 

4.To approve as a true record the notes of the meeting held on 11 November 2025. It was proposed, seconded and

Resolved that the notes of the meeting held on 11 November 2025 be accepted as a true record and these were signed by the Chair.

 

5. Finance

a. The Bank Reconciliations and Cashbook to 30 November 2025 had been circulated to all Cllrs. It was proposed, seconded and

Resolved to accept the Bank Reconciliations to 30 November 2025.

 

b. The Approval List for Staff Payments had been circulated to all Cllrs. It was proposed, seconded and

Resolved to accept the Staff BACS Approval List amounting to £598.05 and authorise the Clerk to make the payments.

 

c. The Approval List for BACS Payment had been circulated to all Cllrs. It was proposed, seconded and

Resolved to accept the BACS Approval List and authorise the Clerk to make the following payments.

d. All applications for funding were discussed in full by the Parish Council

 

1. Wilsford Gala Committee - £195.00 for hire of the village hall. As the event was donating profits to Charity, it would be inappropriate for the Parish Council to directly subsidise the event financially. However, it was proposed, seconded and

Resolved to agree in principle to pay for the hire of the hall should the event make a loss.

 

2. Wilsford News and Views - £1485.00 production of News and Views. The editor would be asked to attend the next Parish Council meeting to discuss terms and charging for advertising. It was proposed seconded and

Resolved to agree in principle subject to the outcome of the meeting with the Editor.

 

3. Cemetery - £650.00 grass cutting. The Parish  Council have funded this for many years. It was proposed, seconded and

Resolved to grant £650.00 and this would be paid over when the Precept is received.

 

4. Churchyard - £1170.00. The Church had requested they take over the cutting of the grass in the Churchyard. After a short discussion, it was proposed, seconded and

Resolved to transfer the amount requested which was within the amount previously paid to the Parish Council contractor.

 

3. An up-to-date Budget had been circulated to all Cllrs. Cllrs discussed this in full. There would be added expenditure next year, it was proposed, seconded and

Resolved we increase the Precept by 3% from £18540 to £19113  for financial year 2026.-2027.

 

6.Date of Next Meeting.

a. The date of the next meeting was confirmed as 13 January 2026 at 7.00pm in the small room of the village hall.
