MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON TUESDAY 10 MARCH 2026 AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL.

Public Forum
A question was raised as to whether it was worth continuing with the Wilsford Village web page. Information is already in place on the Wilsford page, news and views and can be put on the Parish Council website. Events are also advertised such as breakfast and bingos and either end of the village. The licence was up for renewal. After a brief discussion it was agreed not to renew the licence.
A parishioner has a problem with a manhole cover in her garden with sewage coming up. Anglian Water had been to investigate. Cllr Corner produced a map of the sewer system which would hopefully help find a solution.

4.To approve and accept as a true record the notes of the meeting held on 09 February 2026. It was proposed, seconded and
Resolved to accept as a true record the minutes of the meeting held on 09 February 2026, and these were signed by the Chair.
5.Reports from County Cllr Whitaker/District Cllr Hagues
a. County Cllr Whitaker gave an update on various issues including and eight and half hour full council meeting which resulted in the lowest tax increase for Lincolnshire residents in years. The council tax increase is 2.9% equating to 90p per week on average.
Collection of food waste in North Kesteven will begin w.c. 30 March 2026.
The Mid Uk Fire report had still not been completed.
b. District Cllr Hagues had sent his report which had been circulated to all Cllrs.
6.Chair Report
a. As it was now a year since The Chair had reported a number of issues to Highways, it was proposed, seconded and
Resolved to submit them again.
b. Nothing further had been heard on Defibrillator parts supplier. Expiry date for pads for Wilsford is August 2027. This item would be kept on the agenda until a new supplier has been found.
c. Cllr Miller was thanked for the article regarding dog fouling in the News and Views. The worst areas for dog fouling are the Plot Path and Playing Field. We had received dog signs and Cllr Miller agreed to laminate them and they would be sited on the playing field gates. It was proposed, seconded and
Resolved to repeat an article in the news and views every few months.
d. Parish Councils are now required to purchase a gov.uk domain name. The clerk and each permanent member of the council and staff must have separate mailboxes. It was proposed, seconded and
Resolved to change the addresses as soon as possible.
7.Reports from Outside Bodies
a. Allotments – A caravan had appeared Cllr Brickles agreed to report this to the Chair of the Allotments.
b. Biodiversity – Cllr Miller said that the bluebells and daffodils had all taken. As they had been planted later in the year there should be a good display around April. There was also new growth on the hedge. Everything looked positive.
c. Cemetery – Nothing to report.
d. CLT – Nothing to report.
e. Playing Field - The chains required are out of stock.
f. St Mary’s Church – The clock face has been cleaned and will go back up.
g. Village Hall – Website renewal had been discussed in the Open Forum.
The bench is now in place at the front of the hall and has a dedicated plaque on it. It will be officially opened at the next coffee morning. Decorating of the lower half of the village hall will take place at the end of March. The AGM will be held on 02 June 2026.
h. Handyman – The Handyman’s report had been circulated to all Cllrs. He had cleared the hardstanding leading to the playing field resulting in additional hours overtime. It was proposed, seconded and
Resolved to pay the Handyman and extra 12 hours for all his extra work this month.

Resolved to accept the Bank Reconciliations and Cashbook to 28 February 2026 and these were signed by the Chair.
b. The Approval List for Staff BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the Approval List for Staff BACS Payments amounting to £598.05 and authorise the Clerk to make the payments.

12.Reports from Cllrs.
a. Despite the Vehicle Activated Speed sign being reported on Fix My Street and signed off numerous times as being repaired it is still not working. Cllr Corner had now collected the Speed Indicator Device (SID), and this would be sited soon in the village.
b. The footpath is covered in soil opposite the entrance to Waterloo Farm where tractors have crossed the road. It was agreed to write to Mr Dean and ask him to rectify the situation.
13.Training
a. LALC Training Bulletin March 2026 – circulated to all Cllrs.
14.Date of Next Meeting
a. The date of the next meeting was confirmed as 14 April 2026 at 7.00pm in the small room of the village hall.
There being no further business the meeting closed at 8.15pm and the Parish Council moved into closed session.
15.To resolve to exclude the media, press, and members of the public from the meeting in accordance with S.1(2) Public Bodies (Admission to Meetings) Act 1960 due to the confidential nature of the business to be transacted.

After a brief discussion, it was agreed that the Chair would forward the draft contract of employment to Cllr Miller for completion.
The meeting closed at 8.25pm.
