MINUTES OF WILSFORD PARISH COUNCIL MEETING HELD ON 8 SEPTEMBER 2026 TUESDAY AT 7.00PM IN THE SMALL ROOM OF THE VILLAGE HALL.

The meeting began at 7.00pm
1.Chair’s Welcome
The Chair Cllr Sirs welcomed everyone to the meeting.
2.Apologies for Absence Cllr Blankley, Cllrs Brickles, Cllr Miller
3.Declarations of Interest None
4.To approve and accept as a true record the notes of the meeting held 13 July 2026. It was proposed, seconded and
Resolved to accept as a true record the minutes of the meeting held on, and these were signed by the Chair.
5.Reports from
County Cllr Whitaker – the Cllr reported that works on Grantham Road in Sleaford was almost completed, and that council tax increases was 2.9% due to efficiency saving rather than using reserves
District Cllr Hagues – report distributed prior to meeting
6.Chair Report
a. An additional payment made for the Newsletter due to an error was ratified by councillors
b. Coop vouchers donation for the Dog Show Gala raffle was ratified
c. Bank Signatories – this task has now been completed with all agreed signatories now active
d. Councillor Email addresses – a reminder that some councillors had still not set up access to the new email addresses, a reminder was given that this should be completed
e. Notice Board near to ex Post Office – it was agreed that more research was needed and a decision deferred until a later meeting when more councillors were present
f. Emergency plan update – it was reported that contact details on the plan had now been updated, a meeting of the emergency committee would now be arranged.
g Possible resiting of red litter bin, it was agreed that more research was needed and a decision deferred until a later meeting when more councillors were present
h Fireworks display update – it was reported that the Firework display would be on 6 November this year.
i Winter Salt bag – it was agreed, proposed and seconded that no additional winter salt bag was currently needed
7.Reports from Outside Bodies
a. Allotments – the allotment survey was to be completed by the current chair of the allotment committee. It was reported that an AGM had not been held by the allotment committee for 2 years, neither had full accounts been presented to the members or to the counclllors. It was proposed, seconded and agreed to ask the allotment committee to hold an AGM at the earliest date possible. A failure to do so would mean that they would be in breach of their licence.
b. Biodiversity – nothing to report
c. Cemetery – nothing to report
d. CLT – nothing to report
e. Playing Field - the chains required to repair equipment on the playing field have now been replaced, further investigation would be needed as to how to deal with the large divots in the playing field where the draining channels were installed and elsewhere
f. St Mary’s Church – clock face has now been reinstalled after refurbishment and is keeping good time. A laying of the wreath and service for remembrance Sunday will be held on 8 November 2026
g. Village Hall – it was requested that a link to the village hall should be provided on the parish website
h. Handyman – report was passed around to the councillors
8.Parish Clerk Update
a. Finance training would now be required by the new parish clerk after the bank signatories had been completed. Which would be organised and undertaken.
b. The clerk would add an article to the newsletter to encourage more engagement in the local community, with possible Parish Elections in May 2027, vacancy on the allotment committee and a select number of volunteers who are currently active.
9.Correspondence
a. NKDC Town & Parish Newsletter circulated to all councillors

c. LCC Town & Parish Council Newsletter circulated to all councillors
10.Planning - It was noted that there were a couple of tree felling application in the village, and no objections were noted by councillors.
11.Finance
a. The Bank Reconciliations and Cashbook to 30 June 2026 had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the Bank Reconciliations and Cashbook to 31 August 2026 and these were signed by the Chair.
b. The Approval List for Staff BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the Approval List for Staff BACS Payments amounting to £628.05 and authorise the Clerk to make the payments.
c. The Approval List for BACS Payments had been circulated to all Cllrs. It was proposed, seconded and
Resolved to accept the Approval List for BACS Payments and authorise the Clerk to make the following payments totalling £789.25
